Ministry of Finance (Department of Financial Services) vide Gazette Notification No. FX-1/3/2024-PR dated 24th January, 2025 had introduced Unified Pension Scheme (UPS) as an option under the National Pension System (NPS) for the employees of the Central Government who are covered under National Pension System. The said notification was circulated on Railways vide letter under reference above.

2. Now, the Pension Fund Regulatory and Development Authority (PFRDA) vide Gazette Notification No. PFRDA- 12/01/0001/2023-LEGAL dated 19.03.2025 has issued the Pension Fund Regulatory and Development Authority (Operationalisation of Unified Pension Scheme under National Pension System) Regulations, 2025 to operationalise the UPS introduced by the Central Government as an option under the NPS for the employees of the Central Government who are covered under NPS. A copy of this notification is enclosed for information and compliance.

3. The Fundamental Rule 56(j) and Central Civil Services (Classification, Control and Appeal) Rules, 1965 mentioned in ibid notification correspond to Rule 1802(a) of Chapter 18, IREC Vol.II ( 1987-edition) and Railway Servants (Discipline and Appeal) Rules, 1968 respectively. The definition of “Head of Office” mentioned in regulation 2(g) of Pension Fund Regulatory and Development Authority (Operationalisation of Unified Pension Scheme under National Pension System) Regulations, 2025 may be read as under:

“Head of Office” means a gazetted officer whom the appointing authority may, by order declare as Head of Office and includes such other authority or person whom the appointing authority may specify in the like manner.”
