(a) whether the 8th Central Pay Commission (CPC) has been constituted by the Government for revision of salaries and pensions of Central Government employees:

(b) if so, the details thereof along with the terms of reference of the Commission and the time fixed for submission of its report to the Government:

(c) the approximate number of Central Government employees and pensioners at the 7th CPC level likely to be benefitted by the 8th CPC leading to consumption boost and the economic growth across the country including Odisha;

(d) whether implementation of the recommendations of the 8th CPC is likely to increase the financial burden on Government:

(e) if so, the details thereof, and

(f) whether the Government has conducted any studies or held any consultation with employee unions, pensioners and other stakeholders to assess the impact of 8th CPC on fiscal policies and Government expenditure?

(a): It has been decided by the Government to constitute the 8th Central Pay Commission (CPC).

(b): Will be decided in due course of time.

(c): The approximate number of Central Government civilian employees and pensioners/family pensioners is 36.57 lakh (as on 01.03.2025) and 33.91 lakh (as on 31.12.2024) respectively. Defence Personnel and Pensioners will also be benefitted.

(d) & (e): The financial implication of the recommendations of the 8th Central Pay Commission will be known, once the recommendations are made by the 8th Central Pay Commission and accepted by the Government.

(f): Inputs on Terms of Reference (ToR) have been sought from major stakeholders including Ministry of Defence, Ministry of Home Affairs, Department of Personnel & Training and from States. Impact of 8th CPC can be assessed only once the recommendations are made by 8th CPC and are accepted by the Government.

क्या वित्त मंत्री यह बताने की कृपा करेंगे कि:

(क) क्या सरकार ने केन्द्र सरकार के कमचारियों के वेतन और पेंशन में संशोधन करने के लिए आठवें केन्द्रीय वेतन आयोग (सीपीसी) का गठन किया है;

(ख) यदि हां, तो आयोग के विचारार्थ विषय और सरकार को इसकी रिपोर्ट प्रस्तुत किए जाने की निर्धारित समय-सीमा सहित तत्संबंधी ब्यौरा क्‍या है;

(ग) सातवें केन्द्रीय वेतन आयोग के स्तर पर केंद्र सरकार के ऐसे कर्मचारियों और पेंशनभोगियों की अनुमानित संख्या कितनी है जिनके आठवें केन्द्रीय वेतन आयोग से लाभान्वित होने की संभावना है और ओडिशा सहित देश भर में इससे उपभोग और आर्थिक विकास को किस प्रकार बढ़ावा मिलने की संभावना है;

(घ) क्या आठवें केन्द्रीय वेतन आयोग की सिफारिशों के कार्यान्वयन से सरकार पर वित्तीय बोझ बढ़ने की संभावना है;

(ङ) यदि हां, तो तत्संबंधी ब्यौरा कया है; और

(च) क्या सरकार ने राजकोषीय नीतियों और सरकारी व्यय पर आठवें केन्द्रीय वेतन आयोग के प्रभाव का आकलन करने के लिए कोई अध्ययन किया है या कर्मचारी संघों, पेंशनभोगियों और अन्य हितधारकों के साथ कोई परामश किया है?

वित्त मंत्रालय में वित्त मंत्री (श्रीमती निर्मला सीतारामन)

(क): सरकार दवारा आठवें केन्द्रीय वेतन आयोग (सीपीसी) का गठन करने का निर्णय लिया गया है।

(ख): इस संबंध में यथासमय पर निर्णय लिया जाएगा।

(ग): केन्द्र सरकार के सिविलियन कर्मचारियों और पेंशनभोगियों/परिवार के पेंशनभोगियों की संख्या क्रमश: लगभग 36.57 लाख (दिनांक 01.03.2025 की स्थिति के अनुसार) और 33.91 लाख (दिनांक 31.12.2024 की स्थिति के अनुसार) है। रक्षा कार्मिक और पेंशनभोगी भी लाभान्वित होंगे।

(घ) और (ङ): आठवें केंद्रीय वेतन आयोग दवारा सिफारिशें किए जाने और सरकार द्वारा उन्हें स्वीकार कर लिए जाने पर, आठवें केंद्रीय वेतन आयोग की सिफारिशों के वित्तीय निहितार्थ के बारे में पता चलेगा।

(च): विचारार्थ विषय पर रक्षा मंत्रालय, गृह मंत्रालय, कार्मिक एवं प्रशिक्षण विभाग और राज्यों सहित प्रमुख स्टेकहोल्डरों से इनपुट मांगे गये हैं। आठवें केंद्रीय वेतन आयोग द्वारा सिफारिशें किए जाने और सरकार दवारा उन्हें स्वीकार कर लिए जाने के बाद ही, आठवें केंद्रीय वेतन आयोग के प्रभाव का मूल्यांकन किया जा सकता है।
