GUIDELINES FOR APPOINTMENTS ON CONTRACTUAL BASIS

Will the PRIME MINISTER be pleased to state:

(a) whether any rule has been framed or guidelines issued by DoPT for appointments in Central Government’s Ministries/Departments, Institutions and PSUs etc. on contractual basis;

(b) if so, the details thereof;

(c) if not, the reasons therefor;

(d) whether there is any provision for capping on contractual appointments to certain percentage of total sanctioned posts or total permanent appointments during a year; and

(e) if so, the details thereof and if not, the reasons therefor?

MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)

(a) to (e): The Government posts are filled up in accordance with the recruitment rules. However, keeping in view the administrative exigency of work, efficiency and economy of operations and unavoidable circumstances, contractual appointments and outsourcing for services is also sometimes resorted to. Ministries/Departments as per their requirement engage contractual services after completing all necessary procedural formalities.
