Subject: Applicability of the CCS(Implementation of National Pension System ) Rules, 2021 – reg.
The undersigned is directed to say that the Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Implementation of National Pension System) Rules, 2021 to govern the service related matters of Central Government civil employees covered under the National Pension System.
2. Rule 2 of the Central Civil Services (Implementation of NPS) Rules, 2021 provides to whom these rules are applicable.
3, References have been received seeking clarification on applicability of these rules and instructions issued vide OM of even number dated 26.10.2022 for obtaining option from Central Government employees covered under NPS in accordance with rule 10 of these rules to the employees of autonomous bodies.
4. It is, therefore, clarified that the CCS ( Implementation of NPS) Rules, 2021 and aforesaid OM dated 26.10.2022 are applicable to all Central Government employees covered under the National Pension System. However, as the service matters of employees of autonomous bodies do not come under the jurisdiction of this Department, therefore, rules / instructions issued by this Department including above instructions are not suo-moto applicable to the employees of autonomous bodies.
5. All Ministries/Departments are requested that the above position regarding applicability of CCS(UINPS) Rules, 2021 may be brought to the notice of all concerned for information and necessary compliance.
