Sub: Grant of Incentive Increments / Out of turn Promotions (OTPs) to Indian Railways Hockey (Men & Women) players for medal winning performance in Senior Inter-Department National Championships – regarding.
Ref : Railway Board’s letter No. 2010/E(Sports)/4(1)/1/Policy dated 31.12.2010 (RBE No. 189B/2010) and clarifications / corrigendum issued thereto from time to time.
Indian Railway Sportspersons are granted incentives like increments, Out of turn Promotions (OTPs) etc. for their sports achievements in recognized National/International Championships in terms of Railway Board’s policy No. 2010/E(Sports)/4(1)/1/Policy dated 31.12.2010 (RBE No. 189B/2010) and clarifications / corrigendum issued thereto from time to time.
2. Hockey India has restructured Senior National Championship into three categories from 2021 onwards. After this restructuring, as per Hockey India guidelines, Indian Railways Men and Women Hockey teams, being the Departmental teams, can participate only in respective Senior Men or Women Inter-Department National Hockey Championship.
3. In view of the above, matter regarding grant of incentive increments / OTPs has been reviewed and revised for Indian Railway Hockey players as under :-

First OTP within Group ‘C’ | Represented Indian Railways in the Senior/Youth/Junior National Championships / USIC (World Railway) Championship on three occasions, with medal winning performance in each Championship. | Represented Indian Railways in Inter- Department Senior National Championships on three occasions, with medal winning performance in each Championship with at least two gold medals out of these three medals.
OR Represented Indian Railways on three occasions in the Youth/Junior National / USIC (World Railway) Championship/Inter- Department Senior National Championships, with medal winning performance in each Championship subject to the condition that if all the three medals are in Inter-Department Senior National Championships, at least two of the medals should be gold medals. |
Second and subsequent OTP within Group ‘C’ | Represented Indian Railways in the Senior National Championships on three occasions, with medal winning performance on each championship. All the sports achievement should be after first/previous out-of-turn promotion. | Represented Indian Railways in the Inter-Department Senior National Championships on three occasions, with medal winning performance in each championship – with at least two gold medals out of these three medals. 3. However, there may be cases where the sportspersons have already secured one medal or two medals in Sr. National Championships by representing Indian Railways well before the start of the Inter-Department Senior National Championship i.e. before 2021. In these cases sportspersons may be granted first or second and subsequent OTP on fulfilling the following eligibility conditions:
‘The players, who are short of one or two medals for their out-of-turn promotion as per provision of Railway Board’s letter No. 2010/E(Sports)/4(1)/1/Policy dated 31.12.2010 (RBE No. 189B/2010), will be required to secure one medal or two medals respectively in Inter- Department Senior National Championship subject to the condition that at least two of the three medals should be Gold Medals.”
4. This criterion will be applicable for the achievements of Indian Railway Hockey (Men & Women) Hockey players in Inter- Department Senior National Championships- 2021 onwards.
