Extension of timelines for completion of APAR for the year 2023-2024: Railway Board Order dated 01.08.2024
Good news for the officials of Ministry of Railways is there as they have issued some update regarding the APAR for the year 2023-2024. This decision has been deemed necessary given that there has been many representations made by the various field units and federations concerning the slow progress in the completion of e-APARs.
Indian Railway through the Railway Board for the action desired under the file number PC-VII/2024/HRMS/4 sent an official circular notice to all the General Managers of all divisions of the Indian Railways Production Units and Training Institutes. The notice made a reference to a previous communication which was sent on 15th May 2024, and it highlighted various schedules pertaining to the e-APAR process. Nonetheless, several APARs are still in the works at different stages, for different levels of the armed forces.
In this regard, the competent authority has allowed a one time relaxation measure in the form of extension in the completion of the e-APAR process. Completion of entire process of database creation is now 31/12/2024.
Railway Ministry has clarified that these extensions also relate to the ex-cadre employees in Railway Board also. Becomes more important when it stated in the notice that no extension will be allowed under any heading for any stage of the APAR finalization process for the year 2023-2024.
This directive has been prepared with the endorsement of the competent authority and its purpose would be to ensure that the entire process of preparing the APARs is finalized in the stipulated time as extended.

Kindly refer to Board’s letter referred above wherein timelines for completion of various stages of e-APAR for the year 2023-2024 have been specified.
2. It has however been observed that a number of APARs are still pending at various stages despite passage of timelines for those stages. Now, in view of the various representations received from Field Units and Federations and in view of the pendency in completion of e-APARs, it has been decided by the competent authority, as a one-time exception for the year 2023-2024, to extend the timelines for completion of various processes under e-APAR as detailed below:

5. | Appraisal by accepting authority | 15th November 2024 |
6. | Communication of APAR to the officer report above | 30th November 2024 |
7. | Submission of representation if any on APAR from the date of communication | 30 days from the date of communication of APAR or 15th December, 2024, whichever is later. |
8. | Completing the process relating to the representation submitted by the official | 15 days from the date of representation received or 31st December 2024, whichever is later. |
9. | End of entire process | 31st December 2024. |
3. It is advised that the aforementioned relaxations are also applicable for the ex-Cadre employees in Railway Board.
4. It is also advised that no further extensions shall be granted in any circumstance for finalization of the APAR for any stage for the year 2023-2024.
5. This issues with the approval of competent authority.
