OFFICE MEMORANDUM

Subject: Tenure of deputation in Central Health Service (CHS) – regarding.

In accordance with Rule 7 of the CHS Rules, 2014, a maximum of 100 posts across all four sub-cadres of CHS up to Level 13 of the Pay Matrix can be filled through the deputation of suitable officers holding analogous positions within the Central Government, including the Ministries of Railways and Defence, or within State Governments, Union Territories, Statutory Bodies, Autonomous Bodies, Semi-Government Organizations, Universities, or Recognized Research Institutions, in consultation with UPSC. Officers are primarily appointed on deputation in CHS for two conditions: (i) against vacancy circulars and (ii) on spouse grounds.

2. The duration and conditions of deputation in CHS are governed by the instructions issued by the Department of Personnel & Training’s OM No. 2/6/2018-Estt (Pay-Il) dated 18.05.2018, amending the provisions of DoPT’s OM No.6/8/2009-Estt (Pay-II) dated 17.06.2010. Presently, the maximum permissible term for deputation in one stretch is seven (07) years.

3. Requests for extensions beyond the seven-year limit are often received, which after carefully reviewed, taking into consideration comments from the Directorate and with the approval of the Hon’ble-HFM, are forwarded to the DoPT, invoking the provisions of Para 10 of DoPT OM No. 6/18/2009-Estt (Pay-II) dated 17.06.2010, to extend the deputation term of officers of the Central Health Services posted in CHS beyond the seventh year. One such proposal led to the Department of Personnel & Training advising the Ministry, through their ID Note No. 2/3/2023-Estt(Pay.II) Pt. dated 22.08.2023, to develop a policy regarding the tenure of officers serving in CHS on deputation beyond the seventh year.

4. Accordingly, a Committee was constituted under the Charpersonship of Additional Secretary (Health) to deliberate and recommend policies concerning the allowable tenure of deputation into the Central Health Service beyond the seven year.

5. After considerable deliberation and consultations it has been decided with the approval of competent authority to issue consolidated instructions on the above Subject as detailed below:-

i) Upon the recommendation of the Screening Committee constituted vide OM No. A-35014/05/2021-CHS V(C.No. 8125148) dated 25.10.2023, the initial offer of appointment will be for three years from the candidate’s joining date.

ii) Candidates selected for deputation in CHS must join the post within 30 days of the issuance of the offer of appointment. The offer is valid for three months, after which it will expire automatically, if the candidate does not join.

iii) Extensions of the deputation term beyond three years, will be as under subject to receipt of the NOC of the parent department and recommendations of the the Unit/Division/Directorate, where the officer is posted.

a) 4th & 5th year with the approval of the DGHS
b) 6 & 7th year, with the approval of the Secretary &
c) Beyond 7th year and upto 10th year with the approval of the Hon’ble

iv) The maximum term of deputation in CHS is ten years in one stretch on receipt of the NOC of the parent department.

v) The extension may be granted for the 11th year based on the merit, in special circumstances, with the approval of the Hon’ble HFM.

vi) Applicants on spouse grounds will be posted to the city where their spouse is stationed, but cannot choose a specific CGHS Zone/Hospital/Dispensary unless administrative exigencies  arrant a change.

vii) The term of deputation will be regulated in accordance with DoPT OM No. 6/8/2009-Estt. (Pay.II) dated 17.06.2010, as amended from time to time.
