Attention is invited to instructions contained in Board’s letter No. E(NG)I/2017/PM-1/11 dtd. 13.05.2019 (RBE No. 79/2019), wherein procedure for filling up the ex-cadre posts of Instructors in recognized Training Institutes, eligibility condition containing upper age limit as on date of notification should be 52 years, tenure of posting i.e. minimum 3 years to maximum 8 years and teaching allowance @ 12% of basic pay was prescribed. Subsequently, Railway Board vide RBE No. 04/2021 has revised the upper age limit from 52 years to 55 years and tenure of posting of Instructors in Training Institutes has been limited to 05 years. Further, Railway Board vide RBE No.104/2023 has issued the revised guidelines as under:
- Maximum tenure of Instructors in one consecutive spell should remain as 5 years.
- Cooling off period between two tenures should be at least one year.
- Upper ace limit on date of notification may be increased to 38 years.
Keeping the above guidelines in view, it has been decided that the following steps should be taken for strict compliance:-
In case, any Instructor who was selected earlier in terms of RBE No. 79/2019 and has been continuing as an Instructor in Training Institutes for a period exceeding 05 years, he/she should be repatriated to his/her lien unit.
For replacement of Instructors, selection process should be initiated for. filling up those posts of Instructors in Training Institutes, where present incumbents have completed 04 years i.e keeping one year in advance of the maximum tenure of 5 years for completion of the selection. As a result, the Instructors can be replaced well in time on completion of 5 years of maximum tenure in one spell and there will be no occasion for extension of tenure of Instructors in Training institutes beyond 5 years and Board’s guidelines can be strictly adhered.
However, the guidelines issued vide RBE No. 04/2021 may be implemented for all notifications w.e.f. 13.01.2021 1.e. the date of issue of the circular and the revised guidelines issued vide RBE No. 1904/2023 may be implemented for all notifications w.e.f 04.09.2023 i.e. the date of issue of the circular and onwards, till receipt of further guidelines from Board.
