Sub:- Compassionate ground appointment to the wards/widows of late trainees appointed under LARGESS.
Ref:- (i) Railway Board’s letter No. E(NG)II/2011/RR-1/11 dated 09.12.2011 (RBE 166/2011).
(ii) Railway Board’s letter No. E(NG)II/1998/RC-1/64 dated 14.09.2012 (RBE 102/2012).
Attention is invited to Railway Board’s letter No. E(NG)II/2011/RR-1/11 dated 09.12.2011 (RBE 166/2011) permitting appointment/engagement of candidates belonging to categories of compassionate ground, land looser, accident victim, LARSGESS and substitutes not in possession of minimum prescribed educational qualification as trainees in -I S pay band in exceptional circumstances. Subsequently it was clarified vide para 3(vii) of Board’s letter no. E(NG)II/1998/RC-1/64 dated 14.09.2012 (RBE No.102/2012) that dependent of a person appointed on compassionate grounds as ‘trainee’ would be eligible for compassionate appointment in the event of his/her death in harness/medical unfitness. Subsequently, in response to query made by Western Railway, it was clarified to them that instructions dated 14.09.2012 are applicable to trainees appointed on compassionate ground.
2. The issue regarding applicability of compassionate ground appointment to the wards of trainees of various categories has been reviewed by Board and it has been decided that the benefit of compassionate ground appointment in terms of Board’s letter dated 14.09.2012 may also be granted to the wards/widows of trainees of all categories as mentioned in Board’s letter dated 09.12.2011 in the event of his/her death in harness/medical unfitness.
3. Any pending case will be covered by these instructions if not barred by limitation as specified in the extant instructions. Past cases decided otherwise need not be reopened.
