Guidelines on Acceptance of Awards by Government servants from Government Bodies and Private Organizations: DoP&T O.M. dated 21.02.2024.
The Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, Government of India, has issued a revised Office Memorandum (OM) dated 21st February, 2024, addressing guidelines on the acceptance of awards from Government Bodies and Private Organizations by Government Servants. This memorandum revisits and clarifies the Competent Authority for approvals, emphasizing the need for adherence to rules outlined in the CCS(Conduct) Rules, 1965, and the All India Services (Conduct) Rules, 1968. The revised guidelines stress the importance of obtaining prior approval for accepting awards, specifying competent authorities based on the officer’s rank and the nature of the award, and imposing conditions to ensure the absence of monetary components in accepted awards. The memorandum aims to ensure a more stringent adherence to the established protocols surrounding awards received by government servants.
भारत सरकार के कार्मिक, लोक शिकायत और पेंशन मंत्रालय, कार्मिक और प्रशिक्षण विभाग ने 21 फरवरी, 2024 को एक संशोधित कार्यालय ज्ञापन (ओएम) जारी किया है, जिसमें सरकारी संगठनों और निजी संगठनों द्वारा प्रदान किए जाने वाले पुरस्कारों को स्वीकृति पर मार्गदर्शन दिया गया है। यह ज्ञापन पूर्व में जारी की गई दिशानिर्देशों की समीक्षा करता है और सचिवों के लिए स्वीकृति प्राप्त करने के लिए सक्षम प्राधिकारी को स्पष्ट करता है, सीसीएस (आचारण) नियम, 1965, और ऑल इंडिया सर्विसेज (आचारण) नियम, 1968 में निर्धारित नियमों का पालन करने की आवश्यकता को जोर देता है। संशोधित दिशानिर्देश उन पहलुओं को संज्ञान कराती हैं जिसमें स्वीकृत पुरस्कारों को घोषित करने के लिए पहले से प्रमाण प्राप्त करने की आवश्यकता को और भी कड़ाई से सुनिश्चित करने का निर्देश है, सक्षम प्राधिकारी को निर्दिष्ट करने का, और स्वीकृत पुरस्कारों में मौद्रिक घटकों नहीं होने को सुनिश्चित करने के लिए शर्तें लगाने का। ज्ञापन का उद्देश्य सरकारी सेवकों द्वारा प्राप्त किए जाने वाले पुरस्कारों पर स्थापित नियमों का और प्राधिकार की निर्धारित प्रोटोकॉल्स की को कड़ाई से पालन करने की आवश्यकता पर जोर देना है।

OFFICE MEMORANDUM
Subject: Guidelines on acceptance of awards from Government Bodies / Private Organizations by Government Servants.
The undersigned is directed to refer to O.M. No. 110171/05/2023-AIS-III dated 22.06.2023 (copy enclosed) and OM No. 11013/22/2023 — Pers. Policy (A-III) dated 04.12.2023 (copy enclosed} vide which guidelines have been issued by this Department regarding acceptance of awards by members of the All India Services and Central Government employees respectively, from Government and Private Bodies/Institutions/Organizations.
2. Reference is invited to para 5(iii) of the aforesaid O.M. dated 22.06.2023 and para 6(c) of aforesaid OM dated 04.12.2023, which specifies the Competent Authority in respect of Secretaries to Government of India and Secretary rank officers serving in the Centre.
3. In this regard, it is clarified that in case of Secretaries to Government of India, the Competent Authority would be the Central Government. For other officers in the pay-level 17, the Competent Authority would be the concerned Ministry/Department
4. This issues with the approval of Competent Authority.
