Subject: Need for Seeking Permission from Office for pursuing Online Courses on iGOT Karmayogi Portal-reg.

Attention is invited to the instructions on “joining of educational institutions by Government servants outside normal office hours” contained in Office Memoranda such as MHA OM No. 130/54/Estt (A)-11 dated 28th February, 1955; DoPT, MHA OM No. 11003/4/77-Estt. (A) dated 21st May, 1977; and DP & AR OM No. 11017/44/77-AlS (Ill) dated 29th December, 1977. It has come to the notice of this Department that the provisions contained in these O.M.s are being interpreted to mean that Government Servants in the Ministries/Departments/Other Organisations(MDOs) are required to seek permission to enroll for and consume courses available on iGoT Karmayogi platform.
2. It may be appreciated that the Government of India is implementing a flagship programme, namely, the National Programme for Civil Services Capacity Building (NPCSCB) — Mission Karmayogi, to foster capacity building of the civil services for addressing the changing needs and aspirations of the citizen, thereby the institutional capacity of the Government for more effective delivery of citizen-centric services. Central to the programme is competency-driven capacity building approach enabled through the comprehensive online platform – iGOT Karmayogi. The MDOs, in pursuance of Karmayogi Guidelines, have developed Capacity Building Plans (CBPs), bringing out the institutional as well as individual competency gaps and the interventions — training (domain, functional and behavioural) as well as other capacity building (mandated/recommended/ self-driven learning on i-GoT Karmayogi platform, etc.) – required to fill these gaps in a timebound manner. The iGoT Karmayogi platform, therefore, intends to harmonise the institutional and individual competency needs and democratise anytime, anywhere learning. The Karmayogi Guidelines issued by this Department have also been framed with the aim of steering the efforts of stakeholders including the MDOs in their operation and conduct of Capacity Building of the civil servants.
3. As such, the provisions of the O.Ms. indicated in para-1/ supra do not apply to online courses intended to be pursued by Government Servants on iGoT Karmayogi.
4. All the Ministries/Departments are requested to bring this clarification to the notice of all concerned under their administrative control.
