Record Note of discussions of separate meeting held by AM(Traction) in his Chamber with representatives of NFIR on 28.12.2023 on PNM/NFIR Item No. 29/2022 regarding installing CVVRS in Locomotives — Loco Running Staff agitated.

Federation stated that the Minutes issued by Railway Board in year 2012 and on 02.02.2016 have not been fully implemented despite several years have passed, resulting hardships to Loco Pilot category. Federation, therefore, requested that the instructions issued by Railway Board in years 2012 and 2016 may be reiterated. With regard to the installation of CVVRS, Federation expressed its view that such steps are hurting the pride of Loco Pilots who feel that their devoted working is suspected. Concluding, Federation requested the Railway Board to review its decision duly taking into hard working conditions of Loco Pilots as they are required to work beyond eleven hours at a stretch even today. Federation also requested that the Loco Pilot category to be considered for classifying as intensive under HOER in the light of sustained attention all throughout the working without any period of relaxation.

Official side stated that the various efforts are being made for implementing the recommendations of High Power Committee accepted by Board regarding reducing the Hours of Duty within eleven hours. CVVRS and RDAS are being provided for the assistance of the Loco Pilots for alerting them in case of loss of attention for the purpose of safe train operations. The Federation’s letter dated 11.11.2023 is under examination in consultation with the concerned Directorates.
