Demand of Old Pension Scheme in place of NPS for Central Government Employees and others – Finance Ministry responds to memorandum of Joint Forum For Restoration of Old Pension Scheme (NJCA)

The Ministry of Finance responds to Shri Shiva Gopal Mishra’s memorandum seeking a Defined Non-Contributory and Guaranteed Old Pension Scheme (OPS) for Central Government Employees. The letter, dated 23rd January 2024, assures that the Committee, led by FS & SE, has conducted two detailed discussions with the Staff Side of National Council (JCM), considering the concerns raised. The Committee acknowledges and notes the valuable views of NC(JCM) and is actively addressing the points presented by Joint Forum For Restoration of Old Pension Scheme (NJCA). वित्त मंत्रालय, व्यय विभाग की ई.वी शाखा ने श्री शिव गोपाल मिश्रा के मेमोरेंडम का जवाब दिया है जिसमें केंद्र सरकार कर्मचारियों के लिए एक परिभाषित गैर-योगदानी और गारंटीड ओल्ड पेंशन स्कीम (OPS) की मांग की गई है। पत्र, 23 जनवरी 2024 को दिनांकित है, जिसमें एफएस और एसई के अध्यक्ष के नेतृत्व में गठित समिति ने एनपीएस के मुद्दे का विवेचन करने के लिए पहले ही दो विस्तृत चर्चा की हैं। समिति ने जेसीएम की कर्मचारी पक्ष की मूल्यवान रायों को पहले ही नोट किया है और जेएफआरओपीएस द्वारा दिनांक 11.01.2024 को उपस्थित किए गए बिंदुओं को समिति के समक्ष पहले ही प्रस्तुत कर दिया गया है।

Subject: Memorandum demanding Defined Non-Contributory and Guaranteed Old Pension Scheme(OPS), in place of Contributory National Pension System (NPS), to the entire Central Govt. Employees, including Railways, Defence, Postal, Income Tax, Accounts & Au Central Secretariat, ISRO, DAE etc., Autonomous Bodies, Military Forces, all the State Govt/ Union Territory Employees, including Primary Teachers, High School and Higher Secondary Teachers, College and University Teachers etc.

I am directed to refer to your letter No. JFROPS/NJCA/2024 dated 11.01.2024 on the above mentioned subject. In this regard, it is informed that the Committee formed under the Chairmanship of FS & SE to look into the issue of NPS has already had two rounds of detailed discussion with the Staff Side of National Council (JCM) and the valuable views of the NC(JCM) have already been noted by the Committee. Further the points mentioned by JFROPS vide its letter dated 11.01.2024 have already been placed before the committee.
