Will the Minister of FINANCE be pleased to state:

(a) whether around 2 million Government employees had gathered in Ramleela ground, New Delhi, during October, 2023 for scrapping of NPS and restoration of Old Pension Scheme;

(b) if so, the details thereof and reaction and response of Government thereto;

(c) whether Government would bring legislation for restoration of OPS in view of huge protest by Government employees across the country;

(d) if so, the details thereof; and

(e) if not, the reasons therefor?

(a) & (b) Ministry of Finance has received representations for scrapping of NPS and restoration of Old pension scheme from time to time. A committee has been set up under the chairmanship of Finance secretary to look into the issue of pensions under National Pension System in respect of Government employees and to inter alia, examine whether in the light of existing framework and structure of the National pension system, as applicable to government employees, any change therein are warranted.

(c) to (e) There is no proposal under consideration of Government of India for restoration of Old Pension Scheme in respect of Central Government employees.

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः

(क) क्या अक्तूबर, 2023 में लगभग 2 मिल्रियन सरकारी कर्मचारी नई दिल्‍ली के रामलीला मैदान में एनपीएस को समाप्त करने और पुरानी पेंशन योजना को बहाल करने के पक्ष में एकत्र हुए थे;

(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है और इस पर सरकार की क्‍या प्रतिक्रिया है;

(ग) क्या सरकार देश भर में सरकारी कर्मचारियों के भारी विरोध को देखते हुए ओपीएस की बहाली
के लिए कानून लाएगी;

(घ) यदि हां, तो तत्संबंधी ब्यौरा क्या है; और

(ड) यदि नहीं, तो इसके क्या कारण हैं?

(क) तथा (ख): वित्त मंत्रालय को राष्ट्रीय पेंशन प्रणाली (एनपीएस) को समाप्त करने और पुरानी पेंशन प्रणाली को बहाल करने के लिए समय समय पर अभ्यावेदन प्राप्त हुए हैं। सरकारी कर्मचारियों के संबंध में राष्ट्रीय पेंशन प्रणाली के तहत पेंशन के मामलों को देखने के लिए तथा अन्य बातों के साथ-साथ यह जाँचने के लिए कि क्या सरकारी कर्मचारियों के लिए यथा लागू, विद्यमान रूपरेखा तथा राष्ट्रीय पेंशन प्रणाली के आलोक में, इसमें कोई परिवर्तन वांछित है, वित्त सचिव की अध्यक्षता में एक समिति गठित की गयी है।

(ग) से (ड): केन्द्रीय सरकारी कर्मचारियों के संबंध में पुरानी पेंशन स्कीम के लिए कोई प्रस्ताव भारत सरकार के समक्ष विचारधीन नहीं है।
