Engagement of Ex-Servicemen as Gatemen on Contract Basis till 30.09.2024 vide RBE No. 113/2023 dated 06.10.2023

The Railway Board has issued a circular dated 6th October 2023 regarding the engagement of Ex-Servicemen as Gatemen on a contract basis. This circular is in reference to a previous letter dated 3rd April 2023 (RBE No.48/2023), which extended the scheme for the engagement of Ex-Servicemen as Gatemen until 30th September 2023.

Now, the Railway Board has reviewed the scheme and decided to further extend it for one year, beyond 1st October 2023, until 30th September 2024, following the existing terms and conditions. This extension applies to filling existing vacancies, and Ex-Servicemen should be engaged in the Gateman category only.

The circular specifies a railway-wise quota for such engagements, limited to 15,364 individuals, as indicated in an enclosed annexure. However, it is noted that the actual requirement may vary and should be reviewed as per recruitment outcomes and other factors.

Furthermore, the circular emphasizes that the engagement of Ex-Servicemen as Gatemen on a contract basis must be conducted through GeM (Government e-Marketplace) exclusively. It is also reiterated that these engagements should be gradually phased out as regular employees join, with close monitoring at the zonal level.

Ref: Board’s letter No. E(NG)IT/2021/RC-4/1 dated 03.04.2023 (RBE No.48/2023).

In terms of Board’s letter cited under reference, the scheme for engagement of Ex-servicemen as Gatemen (both Civil & Traffic departments) on contract basis was last extended up to 30.09.2023.

2. The aforesaid scheme has been reviewed and it has now been decided to extend the scheme of engagement of Ex-servicemen on contract basis against the existing vacancies for a further period of one year beyond 01.10.2023 i.e. up to 30.09.2024 as per extant terms and conditions. Engagement should be made in the category of Gateman only. The Railway wise quota of such engagement shall be limited to 15,364/ (fifteen thousand three sixty four only) numbers as indicated in the enclosed “Annexure”. Since the actual requirement at each railway is a dynamic figure dependent on the results of recruitment exercises, etc, the number of Gatemen indicated in “Annexure” should be treated as a ceiling and reviewed as per actual requirement and need.

3. It may be ensured that the engagement of Ex-servicemen as Gatemen on contract basis is mandatorily done through GeM only.

4. It is reiterated that the above engagements should be phased out gradually with the joining of regular employees. This should be closely monitored at zonal level.
