Subject: – Extension of deemed deputation period of employees of erstwhile Ordnance Factory Board in 7 new Defence Public Sector Undertakings including transfer of employees (Group A, B & C) at Directorate of Ordnance (Coordination & Services) under DDP.

The undersigned is directed to refer to OM No. 1(5)/2021/OF/DP(Plg-V)/02 dated 24th September, 2021 of this Department issued pursuant to the decision of the Cabinet dated 16.06.2021 to convert the production units of OFB into 7 Defence Public Sector Undertakings (DPSUs) with 41 units. Accordingly, the employees of erstwhile OFB (Group A, B & C) belonging to the 41 production units and also the identified non-production units were transferred en masse to the new DPSUs on terms of foreign service without any deputation allowance (deemed deputation) and the employees of erstwhile OFB at OFB HQ (at Kolkata), OFB New Delhi Office, OF Schools and OF Hospitals were transferred en masse to the Directorate under DDP, initially for a period of two years from the Appointed Date i.e. 01.10.2021, which is expiring on 30th September 2023.

2. In view of the above, the Empowered Group of Ministers (EGoM) has approved the following:

2.1. To extend the period of deemed deputation of all the employees of erstwhile OFB (Group A, B & C) to 7 new DPSUs including transfer of all employees (Group A, B & C) at Directorate of Ordnance (Coordination & Services) under DDP by another 01 (one) year w.e.f. 01st October 2023, on same terms and conditions as issued earlier vide DDP OM No. 1(5)/2021/OF/DP(Plg-V)/02 dated 24.09.2021.

2.2 Each of the 7 new DPSUs is required to finalise rules and regulations related to service conditions of the absorbed employees and seek an option for permanent absorption from the employees on deemed deputation to that respective DPSU within a period of this one year.
