Will the Minister of DEFENCE be pleased to state:

(a) whether the Directorate General Resettlement(DGR) has signed a Memorandum of Understanding (MoU) with IBM to engage ex-servicemen with the objective of providing them a second career and to facilitate their seamless integration into the civilian workforce;

(b) if so, the details thereof;

(c) whether the DGR will collaborate with IBM through this MoU to tap into the rich talent pool of ex-servicemen for relevant job opportunities in the company and its affiliates for professional growth and personal development;

(d) if so, the details thereof along with theprogress made in this regard; and

(e) the other steps being taken by the Government to identify ex-servicemen with skill set and aptitude suitable for various open positions within such companies?

IN THE MINISTRY OF DEFENCE

(a) & (b): Yes, Sir. Memorandum of Understanding (MoU) between Directorate General Resettlement (DGR) and IBM was signed on 27th Jun, 2023. Details of the MoU are as under:-

(i) It is a non-binding MoU wherein IBM is desirous of engaging with ex-servicemen from military background with an intent to hire such individuals, if found suitable, for multiple opportunities that have arisen and may continue to arise at IBM and/or its affiliates. DGR and IBM intend to collaborate on their mutual goal of helping ex-servicemen from military background pursue their corporate careers.

(ii) The MoU is valid from the date of signing the MoU, however, the same may be terminated by either Party vide a written notice to that effect of not less than 30 (Thirty) days.

(c) & (d): Yes, Sir. Modalities will be jointly worked out between DGR and IBM.

(e): DGR connects with companies and industry bodies to seek employment for Ex-servicemen as per their skill sets.

क्या रक्षा मंत्री यह बताने की कृपा करेंगे कि :

(क) क्या पुनर्वास महानिदेशालय (डीजीआर) ने पूर्व सैनिकों को दूसरा करियर शुरू करने और नागरिक कार्यबल में उनके निर्बाध एकीकरण को सरल बनाने के उद्देश्य से आईबीएम के साथ एक समझौता ज्ञापन (एमओयू) पर हस्ताक्षर किए हैं;

(ख) यदि हां, तो तत्संबंधी ब्यौरा क्‍या है;

(ग) क्‍या डीजीआर कंपनी और उसकी सहयोगी कंपनियों में पेशेवर विकास और व्यक्तिगत विकास हेतु योग्यतानुकूल नौकरी के अवसरों के लिए प्रतिभा युक्त पूर्व सैनिकों के पूल का लाभ उठाने के लिए इस समझौता ज्ञापन के माध्यम से आईबीएम के साथ सहयोग करेगा;

(घ) यदि हां, तो तत्संबंधी ब्यौरा क्या है और इस संबंध में क्‍या प्रगति हुई है; और

(ड.) सरकार द्वारा ऐसी कंपनियों के भीतर विभिन्न रिक्त पदों के लिए उपयुक्त कौशल और योग्यता वाले पूर्व सैनिकों की पहचान करने के लिए अन्य क्‍या कदम उठाए जा रहे हैं?

(क) और (ख): जी, हां। पुनर्वास महानिदेशालय (डीजीआर) और आईबीएम के बीच 27 जून, 2023 को समझौता ज्ञापन (एमओयू) पर हस्ताक्षर किए गए थे। समझौता ज्ञापन (एमओयू) के ब्यौरे निम्नवत हैं :-

(i) यह एक अबाध्यकारी समझौता ज्ञापन (एमओयू) है जिसमें आईबीएम सैन्य पृष्ठभूमि वाले भूतपूर्व सैनिकों जो कई प्रकार के अवसरों जो आईबीएम में और/ अथवा इसके सम्बद्ध कार्यालयों में पैदा हुए हैं और वे जारी रह सकते हैं, के लिए उपयुक्त पाए जाते हैं, को हायर करने के उद्देश्य से उनको रोजगार देने की इच्छा व्यक्त की है। पुनर्वास महानिदेशालय (डीजीआर) और (आईबीएम) अपने कारपोरेट कैरियर को ध्यान में रखते हुए सैन्य पृष्ठभूमि के साथ भूतपूर्व सैनिकों की सहायता करने के अपने पारस्परिक उद्देश्य पर सहयोग देने के इच्छुक हैं।

(ii) समझौता ज्ञापन (एमओयू) इस पर हस्ताक्षर होने की तारीख से वैध होगा फिर भी इसे किसी पक्षकार द्वारा कम से कम 30 (तीस) दिन की अवधि के नोटिस द्वारा निरस्त किया जा सकता है।

(ग) और (घ): जी, हां। पुनर्वास महानिदेशालय (डीजीआर) और (आईबीएम) के बीच तौर-तरीके संयुक्त रूप से तैयार किए जाएंगे।

(ड.): पुनर्वास महानिदेशालय (डीजीआर) भूतपूर्व सैनिकों को उनकी कौशल क्षमताओं के अनुसार रोजगार देने के लिए कंपनियों और उद्योग निकायों के साथ संपर्क स्थापित करता है।
