IMPLEMENTATION OF RECOMMENDATION OF 7TH UGC PAY COMMISSION

Will the Minister of EDUCATION be pleased to state:

(a) names of the States which are yet to implement the recommendations contained in the 7th UGC Pay Commission of 2016;

(b) the number of years upto which Central Government Grant is being provided to the States for implementing the recommendations of UGC Pay Commission;

(c) how much amount has been given to Government of Kerala as Grant since 2016 till date; and

(d) whether there is any arrear amount in respect of Central Government Grants to be given to Government of Kerala, if so, the details of arrear amount?

MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUBHAS SARKAR)

(a): After taking into consideration the recommendations made by the Pay Review Committee of University Grants Commission (UGC), this Ministry formulated and circulated the scheme of revision of pay scales of teachers and equivalent cadres in universities and colleges on 02.11.2017 and 08.11.2017, for adoption by the State Governments. As per the guidelines of the scheme, the adoption of the scheme by the State Governments was optional. This Ministry has released an amount of Rs.2351 Crores to 9 States who have implemented the scheme and submitted complete proposal within given timeline.

(b): Under the said scheme, the Central Government provides financial assistance, by way of reimbursement, to State Government, to the extent of 50% of additional financial implication for the period from 01.01.2016 to 31.03.2019, due to implementation of the scheme.

(c) & (d): The reimbursement of 50% central share is subject to implementation of the scheme along with the conditions stipulated in the guidelines of the scheme. The proposal from the State Government of Kerala was received in this Ministry, however, the same was not complete, as per the scheme’s guidelines. The last date for submission of complete proposal by the State Governments was 31.03.2022 and all States, including Kerala, were asked to submit complete proposal as per the scheme’s guidelines to this Ministry on or before 31.03.2022. Since the complete proposal was not received from the State Government of Kerala on or before the last date of the scheme i.e. 31.03.2022, central share could not be released to the State Government of Kerala. The scheme of reimbursement of central share to the State Government has been closed with effect from 01.04.2022.

क्या शिक्षा मंत्री यह बताने की कृपा करेंगे किः

(क) उन राज्यों के नाम क्या है जिन्होंने अभी तक वर्ष 2016 के सातवें यूजीसी वेतन आयोग में निहित सिफारिशों को लागू नहीं किया है;

(ख) यूजीसी वेतन आयोग की सिफारिशों को लागू करने के लिए राज्यों को कितने वर्षों तक केंद्र सरकार का अनुदान प्रदान किया जा रहा है;

(ग) वर्ष 2016 से अब तक केरल सरकार को अनुदान के रूप में कितनी राशि प्रदान की गई है; और

(घ) क्या केंद्र सरकार द्वारा केरल सरकार को दिए जाने वाले अनुदान से संबंधित कोई राशि बकाया है, यदि हां, तो बकाया राशि का ब्यौरा क्‍या है?

(क): विश्वविद्यालय अनुदान आयोग (यूजीसी) की वेतन समीक्षा समिति द्वारा की गई सिफारिशों को ध्यान में रखते हुए, इस मंत्रालय द्वारा विश्वविद्यालयों और कॉलेजों में शिक्षकों और समकक्ष संवर्गों के वेतनमानों के संशोधन संबंधी योजना दिनांक 02.11.2017 एवं 08.11.2017 को राज्य सरकारों द्वारा अंगीकृत किए जाने हेतु तैयार एवं परिचालित की गयी थी। योजना के दिशा-निर्देशों के अनुसार, राज्य सरकारों द्वारा योजना को अपनाना वैकल्पिक था। इस मंत्रालय ने 2351 करोड़ रुपये की राशि उन 9 राज्यों को जारी की है जिन्होंने इस योजना को लागू किया है और निर्धारित समय सीमा के भीतर पूर्ण प्रस्ताव प्रस्तुत किया है।

(ख): उक्त योजना के तहत, केंद्र सरकार योजना के कार्यान्वयन के कारण 01.01.2016 से 31.03.2019 की अवधि के लिए अतिरिक्त वित्तीय भार के 50% की सीमा तक राज्य सरकार को प्रतिपूर्ति के माध्यम से वित्तीय सहायता प्रदान करती है।

(ग) एवं (घ): 50% केंद्रीय हिस्से की प्रतिपूर्ति योजना के दिशानिर्देशों में निर्धारित शर्तों के साथ योजना के कार्यान्वयन के अध्यधीन है। इस मंत्रालय को केरल राज्य सरकार से प्रस्ताव प्राप्त हुआ था, तथापि, योजना के दिशानिर्देशों के अनुसार यह पूरा नहीं था। राज्य सरकारों द्वारा पूर्ण प्रस्ताव प्रस्तुत करने की अंतिम तिथि 31.03.2022 थी और केरल सहित सभी राज्यों को योजना के दिशानिर्देशों के अनुसार इस मंत्रालय को 31.03.2022 को या उससे पहले पूर्ण प्रस्ताव प्रस्तुत करने के लिए कहा गया था। चूंकि योजना की अंतिम तिथि यानी 31.03.2022 को या उससे पहले केरल राज्य सरकार से पूर्ण प्रस्ताव प्राप्त नहीं हुआ था, इसलिए केरत्र राज्य सरकार को केंद्रीय हिस्सा जारी नहीं किया जा सका। राज्य सरकार को केंद्रीय अंश की प्रतिपूर्ति की योजना दिनांक 01.04.2022 से बंद कर दी गई है।
