Will the Minister of RAILWAYS be pleased to state:

(a) whether it is a fact that the Indian Railways is reeling under a crushing staff shortage with 3.12 lakh non-gazette posts lying vacant across the country, spread across 18 zones, as on December 1, 2022;

(b) if so, the details thereof;

(c) if not, the number of non-gazette posts lying vacant across the country, zone-wise;

(d) whether it is also a fact that the inability to fill posts has led to employees working over-time up to 16 hours at a stretch; and

(e) if so, the details thereof?

(a) to (c) : The details of non-gazetted vacant posts in Railways, zone-wise as on 01.12.2022 are as under:

Occurrence and filling up of vacancies is a continuous process and the same is filled by placement of indents by Railways with recruitment agencies as per operational requirements periodically. Recruitment process against earlier notifications for 1,39,050 vacancies of Group C (including Level-1) is under finalization.

Will the Minister of RAILWAYS be pleased to state:

(a) the number of gazetted and non-gazetted posts currently vacant and sanctioned in the Indian Railways, zone-wise;

(b) the details of the number of contract workers hired by Indian Railways in the last five years, year-wise;

(c) whether the number of contract workers in Indian Railways increased in the last few years;

(d) the details of the number of vacancies filled in the last five years, year-wise and zone- wise;

(e) whether Railways have any plan to fill all such vacancies on a priority basis;

(f) if so, the details thereof; and

(g) if not, the reasons therefor?

(a): The number of gazetted and non-gazetted posts currently vacant and sanctioned in the Indian Railways, zone-wise;

(b)&(c): The details of the number of contract workers hired by Zonal Railways/PUs in the last five years, year-wise(showing increase and decrease) is as under:-

(d): the details of the number of vacancies filled in the last 5 years, year-wise and zone-wise are as under : –

Details of number of gazetted vacancies (except Indian Railway Health Services) filled in the last 5 years in Junior Time Scale Group. ‘A’ through Civil Services Examination (CSE) and Engineering Services Examination (ESE) (discontinued w.e.f. recruitment year 2020) are as under. Vacancies are filled recruitment year wise and not zone wise.

# Consequent upon Government’s decision to unify eight Organised Group ‘A’ Railway Services into Indian Railway Management Service (IRMS), indents for Engineering Services Examination 2020 & Civil Services Examination 2020 (except Indian Railway Protection Force Service) have been withdrawn. Recruitment to only Indian Railway Protection Force Service was done through CSE-2020
* More candidates are likely to be recommended by Department of Personnel &Training in next iterations for recruitment to Indian Railway Protection Force Serviceon the basis of Civil Services Examination-2021.
@ Indent of 167 vacancies has been placed for recruitment to Indian Railway Management Services and to Indian Railway Protection Force Servicethrough Civil Services Examination-2022. However, final results are yet to be declared

The details of recruitment in Indian Railway Health Service (gazetted) in last five years are as follows:-

*More candidates are likely to join through revival mode after passing Post Graduation examination as per instructions of Union Public Service Commission and Ministry of Health & Family Welfare.

Details of non gazetted vacancies filled during the last 5 years are as under :-

(a) the details of vacancies in Railways as on 31st January, 2023, zone-wise and division- wise;

(b) the details of number of vacancies advertised during 2022 and 2023 till date, zone- wise and division-wise; and

(c) the details of number of posts for which recruitments have been completed till date and the number of posts for which recruitments is still pending against above advertisements, zone-wise and division-wise?

(a) ) : The details of vacancies in Indian Railways, Zone-wise and Division-wise are as under:

(b) & (c) : Direct recruitment to Group ‘A’ Junior Scale posts of Assistant Divisional Medical Officer (ADMO) in Indian Railway Health Service (IRHS) is through Combined Medical Services Examination (CMSE) conducted annually by UPSC. Recruitment in IRHS through UPSC is not done zone-wise/division-wise. Details of CMSE – 2022 & CMSE – 2023 are as under:-

The recruitment process has not been completed till now against these vacancies.

Details of number of vacancies indented on UPSC to be recruited through Civil Services Examination (CSE) 2022 and 2023 are as under:

Indent is placed on UPSC, recruitment year wise and not zone/division wise. The recruitment process has not been completed till now against these vacancies.

No vacancy notification has been advertised for the recruitment for Group-C (including Level-1) posts during the year 2022 & 2023 till date.

Occurrence and filling up of vacancies is a continuous process and the same is filled by placement of indents by Railways with recruitment agencies as per operational requirements arising from time to time. Direct recruitment to Junior Scale officers of Group-A through CSE till exam year 2020 has been completed. Offers of appointment to 12 candidates allotted to Indian Railway Protection Force Service (IRPFS) have been issued on the basis of CSE- 2020. Further, 06 candidates have been recommended by Department of Personnel & Training (DoP&T) for CSE-2021 to Indian Railway Protection Force Service (IRPFS); offers of appointment to them have been issued.

Recruitment process against earlier notifications for 1,39,050 vacancies of Group C (including Level-1) is under finalization.
