Will the Minister of DEFENCE be pleased to state:
(a) whether the Government has approved and implemented a pension revision for retirees from the Armed Forces and their family members under the One Rank One Pension (OROP) Scheme;
(b) if so, the details thereof along with the progress made in this regard so far and if not, the reasons therefor;
(c) whether One Rank One Pension (OROP) for nearly 2.5 million army pensioners has not been implemented by the Government till date despite the direction of Supreme Court in March, 2022 to fix their pensions and pay the amount by 15th June, 2022;
(d) if so, the details thereof alongwith the timeline by which they are expected to be paid their due pensions; and
(e) if not, the reasons therefor?

IN THE MINISTRY OF DEFENCE
(a) & (b): The Government had issued orders on 07.11.2015 for implementation of One Rank One Pension (OROP) for the Armed Forces pensioners/family pensioners with effect from 01.07.2014. For about eight years, starting from 01.07.2014, the total expenditure works out to approximately Rs. 57000 crore @ Rs. 7123/- crore per year.
(c) to (e): Government has issued order for revision of pension for the Armed Forces pensioners/family pensioners w.e.f. 01.07.2019 under OROP vide MoD letter dated 04.01.2023.Detailed instructions along with pension tables for each rank and each category under OROP have been issued on 20.01.2023. Necessary instructions have been issued for payment of revised pension to the Armed Forces pensioners/family pensioners under OROP w.e.f. 01.07.2019.

क्या रक्षा मंत्री यह बताने की कृपा करेंगे कि :
(क) क्या सरकार ने वन रैंक वन पेंशन (ओआरओपी) योजना के अंतर्गत सशस्त्र सेनाओं से सेवानिवृत्त लोगों और उनके परिवार के सदस्यों के लिए पेंशन संशोधन को अनुमोदित और कार्यान्वित किया है;
(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या हैं और इस संबंध में अब तक क्या प्रगति हुई है और यदि नहीं, तो इसके क्या कारण हैं;
(ग) क्या सरकार द्वारा आज की तारीख तक मार्च, 2022 में उच्चतम न्यायालय द्वारा उनकी पेंशन निर्धारित करने और 15 जून, 2022 तक राशि का भुगतान करने के आदेश के बावजूद लगभग 25 लाख सैन्य पेंशनभोगियों के लिए वन रैंक वन पेंशन (ओआरओपी) को लागू नहीं किया गया हे;
(घ) यदि हां, तो तत्संबंधी ब्यौरा क्या है और उन्हें पेंशन का भुगतान कब तक किए जाने की संभावना है; और
(5) यदि नहीं, तो इसके क्या कारण हैं ?

(क) और (ख) सरकार ने सशस्त्र सेना के पेंशनभोगियों परिवार के सदस्यों के लिए दिनांक 01.07.2014 से वन रैंक वन पेंशन (ओआरओपी) के कार्यान्वयन के लिए दिनांक 07.11.2015 को आदेश जारी किए | दिनांक 01.07.2014 से लगभग आठ वर्षों के लिए कुल व्यय प्रति वर्ष 7123 करोड़ रू. की दर पर लगभग 57000 करोड़ रू. हुआ ।
(ग) से (घ) सरकार ने रक्षा मंत्रालय के दिनांक 04.01.2023 के पत्र के मार्फत ओआरआओपी के अंतर्गत दिनांक 01.07.2019 से सशस्त्र सेना के पेंशनभोगियों /परिवार पेंशनभोगियों के लिए पेंशन के संशोधन का आदेश जारी किया है | दिनांक 20.01.2023 को ओआरओपी के तहत प्रत्येक रैंक और प्रत्येक श्रेणी के लिए पेंशन तालिकाओं के साथ ब्यौरेवार निर्देश जारी किए गए हैं। सशस्त्र सेना के पेंशनभोगियों परिवार पेंशनभोगियों को दिनांक 01.07.2019 से ओआरओपी के अंतर्गत संशोधित पेंशन के भुगतान के लिए आवश्यक निर्देश जारी किए गए हैं ।

PENSION ANOMALIES IN OROP II APPLICABLE FROM 01 JULY 2019
Hon’ble Defence Prime Minister of India,
1. One rank one pension II is a great deception to the JCO’S /NCO’S equivalent ranks in the defence forces. What can be fun if JCO/NCO’s and Hony officers’ pensions are reduced on the name OROP II?
2. In the OROP II officers one rank one pension done 100 percentages as per the pay rules for army officers 03 May 2017 .The Tables of Pay rules and OROP II is attached for your reference.
3. The OROP II is a disaster for the JCO’S / NCO’S and Hony Commissioned officer’s equivalent ranks. The pension is not enhanced as per the pay rules for the Ranks 03 May 2017. The Tables of Pay rules and OROP II is attached for your reference.
4. Why the pension of JCO/NCO’s and Hony officers’ is not compatible with the given pay rules for the Ranks 03 May 2017 whereas it is done for the officers.
This pattern shows that Defence officers are the custodian of the defence force and JCO/NCO’s and Hony officers ‘are the contract employees. You give them any Pay and pension as you like.
This pattern will break the all the traditions of the defence force.
For this disparity our own defence officers are responsible; they never pay concentration to the subordinates. It is a great injustice to the personnel below officer ranks.
6. It is very unfortunate but true our defence officers cannot survive without disparity among officers and personnel below officers.
There is a disparity in the Ration, uniform, MSP, accommodation and service a huge cap in pay and pensions.
It will be better if a committee of IAS & IADS officers be instituted for the welfare of personnel below officer ranks for all purposes rather than defence officers.
Seeing these OROP II tables JCO’s / NCO have lost the faith in defence officers. It will be great setback for any defence force.
7. The letter of National Federation of Honorary Commissioner officers is also attached explaining how the Honorary commissioner officers were downgraded from the 5th CPC ,6CPC , 7th CPC and after OROP I & II.
Therefore you are requested to take immediate action to discard OROP II tables and order to prepare correct tables considering the same hike in percentage to all ranks.

Whether the OROP is eligible for CAPF pensioners or what.
If it is one rank one pension, then why the table number 7 and 8 issued for the same rank with different pension.
It is injustice for defence ex-servicemen.
An OR person recruiting an bond for 17 year service but they after promoted as a havildar their services ingresd 24 years for full service even though he take PMR (esantionl time) after 19 year service the havildar not getting orop and 19 year serviced havildar get lowest pention compared from 17 years serviced sep
I think it is not one rank one pension but created difference between the pension of pre 2016 and post 2016 JCO and or for X group pension there are two different table table no 7 for pre 2016 pensioner and table no 8 for post 2016.
It is high rank high pension, low rank low pension. The devide between clever &less privelaged, The system is supposed to take care of the weaker section. How the OROP 2 is to the disadvantage of maximum PBORs is a question mark
