Subject:-Implementation of One Rank One Pension (OROP) revision to the Defence pensioners w.e.f. 01.07.2019.
Reference:- This office Circular No. 666 dated 20.01.2023 and MoD ID No. 4(5)/2016-D(P/L) Vol-IV dated 27.02.2023.
Government of India, Ministry of Defence letter No. 1(1)/2019/D(Pen/Pol)/Vol-II dated 20.01.2023 and No. 1(1)/2019/D(Pen/Pol) dated 04.01.2023 on the above subject have been issued in implementation of OROP w.e.f. 01.07.2019. This office has also issued necessary directive to all PDAs in implementation of same vide Circular No. 666 dt 20.01 2023.
2. Attention is invited to para 3 of this office Circular No. 666 dt 20.01.2023 vide which it has been directed that payment of arrears accrued on account of revision of pension, if any, shall be made in four equal half yearly installments, however. all the family pensioners including those in receipt of Special/Liberalised Family Pension and all Gallantry award winners shall be paid arrears in one installment as stipulated earlier.
3. In pursuance to Hon’ble Court order dt 27.02.2023 w.r.t. MA No. 219/2023 in WP(C) No. 419/2016, MoD has issued directions vide MoD ID No. 4(5)/2016-D(P/L) Vol-IV dated 27.02.2023 to pay full arrear in one instalment on account of OROP revision w.e.f. 01.07.2019 to all eligible pensioners by 15th March 2023. In order to ensure timely payment of arrears may be authorised before 15th March 2023 (in one go).
4. A copy of this circular along with the Government of India, Ministry of Defence ID No. 4(5)/2016-D(P/L) Vol-IV dated 27.02.2023 are also available on the website of this Office (www.pcdapension.nic.in).

OROP 2 amount not received at all, also sir I have not received commutation amount and leave encashment amount till date, No any reply received from PCDA Satisfactory neither from my records office, what to do now , if possible please help me as soon as possible.

Officers have got their more than expectations. The JCOs,PBOR & HCOs were totally dependent on Maj Gen Satbir Singh that he will look after for all ranks,but he took the lion’sshare for only officers. Even in service also they concerned only their benefits rather than to protect welfare of other ranks whom they r comanding. Officers should fight for welfare of jawans,JCOs & HCOs. We are quite surprised how the government agreed as it’s PM’s slogan that sabka saath,sabka vikas & sabka vishwas. Government should initiate immediate steps for welfare of other ranks.
Absolutely correct. This circular is only for officers. For JCOs and ORs it is One Rank Different Pension.
Some PBOR are so ignorant. Maj Gen Satvir had no role to play in calculation of OROP. It was solely decided by Ministry of Defence, and commensurate with the Basic Pay of all individuals, irrespective of ranks.
I am dependent daughter of HLt Subedhar 1967 retiree sofar this month only pension has been credited to my account. No Arrears has been received.

Really it is good decision to pay arrears before 15 Mar 23. It was ordered by Supreme Court before but Govt didn’t obeyed. Any how still time to mend the mistake.
Sir, according to the circular no 666 and 667 from the PCDA there is no any benefit for the jco ranks and honorary commission JCOS.
Also OROP arrears amount has not been credited to the regular RETD defence service officers also.
I can’t understand how they were prepared that 666 circular chart.
Please clarify with the defence department.
