ANOMALIES IN THE PAY OF EMPLOYEES

Will the Minister of Finance be pleased to refer to Answer to Unstarred Question 1480 given in the Rajya Sabha on 20th December, 2022 and state:

(a) the details of merit which are being considered on case-to-case basis while considering the cases of pay anomaly among the employees who were promoted prior to 01.01.2016 and those promoted on or after 01.01.2016 due to the application of Department of Expenditure’s (DoE’s) O.M. dated 28.11.2019 clarifying Rule 10 of CCS (RP) Rules, 2016; and;

(b) the reasons for not issuing general order for the stepping up of pay of seniors or giving option to re-exercise option for fixation from the date of next increment, to redress these anomalies?;

(a) & (b): Pay anomalies of employees promoted prior to 01.01.2016 and those promoted after 01.01.2016 arising out of Department of Expenditure’s O.M. dated 31.07.2018 and 28.11.2019 are considered keeping in view the provisions of Rule 7(10), Rule 10 and Rule 13 of the CCS(RP) Rules, 2016, on case to case basis.

कर्मचारियों के वेतन में विसंगतियां

563. श्री जावेद अली खान:

क्या वित्‍त मंत्री यह बताने की कृपा करेंगे किः

(क) व्यय विभाग (डीओई) के का.ज़ा. दिनांक 28.11.2019 जिसमें सीसीएस (आरपी) नियम, 2016 के नियम 10 को स्पष्ट किया गया है, को लागू किये जाने के कारण 01.01.2016 से पहले पदोन्‍नत किए गए और 01.01.2016 को या उसके बाद पदोन्‍नत किए गए कर्मचारियों के बीच वेतन विसंगति के मामलों पर विचार करते समय मामला दर मामला योग्यता का ब्यौरा क्या है; और

(ख) इन विसंगतियों को दूर करने के लिए, वरिष्ठ कर्मचारियों के वेतन में के लिए सामान्य आदेश जारी नहीं किये जाने या अगली वेतन वृद्धि की तारीख से वेतन निर्धारण के लिए फिर से विकल्प चुनने का विकल्प दिये जाने के कया कारण हैं?

(क) से (ख) : व्यय विभाग के दिनांक 31.07.2018 तथा 28.11.2019 के का.ज्ञा. के कारण 01.01.2016 के पहले तथा 01.01.2016 के बाद पदोन्‍नत हुए कर्मचारियों के वेतन में आ रही विसंगतियों पर मामले दर मामले के आधार पर सीसीएस(आरपी) नियमावली, 2016 के नियम 7(10), नियम 10 तथा नियम 13 के प्रावधानों को ध्यान में रखते हुए विचार किया जा रहा है।
