OFFICE MEMORANDUM

Subject: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendations of the Seventh Central Pay Commission.

In partial modification to this Ministry’s O.M. of even number dated 9th January, 2017, the undersigned is directed to say that entitlement of wards in private hospitals empanelled under CGHS as contained in Para 3(B) of the O.M. ibid stands revised as under with effect from the date of issue of this O.M. : –

2. This issues with the concurrence of the Department of Expenditure vide their I.D. Note No. 18(1)/EV/2016 dated 11th May, 2022 read with I.D. Note dated 6th October, 2022.

    It is understood that..In reply to many representations by serving &:Pensioners reg ward upgradation in terms of MOH &FW, OM 28/10 & 22/11,Dr Shashi Satija ADDG, CGHS, HQ vide I/3566642/2023 dt 17/1/23 clarified to all AD cghs that all cghs beneficiries(S&P)who are eligible for upgradation of their ward entitlements, according to the revised basic slabs as mentioned in OM 28/10 may apply for fresh cards.Authentic copy not yet seen.Hence,interpretation that only serving/Pensioner’s retired after Jan 2017 are eliglble for upgradation is become invalid. Tks

    Refer MOH&FW OM dt. 28/10/22 reg upgradation of ward entitlements based on 7th CPC. The subsequently Moh&fw vide OM dt 22/11/22 clarified that *all cghs beneficiries (serving &Pensioner’s )WHO ARE ELIGIBLE for upgradation of their ward entitlement, according to revised basic pay slabs, as mentioned in OM ibid may apply for fresh CGHS card. Thus, it’s crystal clear that ALL serving &Pensioner’s who’s pay scale are upgraded (7th CPC )are eligible for this benefit. But, it’s noticed that many CGHS authorities in different states declined to accept application from Pensioner’s, who retired prior to Jan 2017, telling that this benefit is available to Pensioner’s retired after Jan 2017 only. This appears to be a discrimination/anamoly /injustice amongst similarly placed pensioners It’s learnt that many individuals, pensioner’s service associations taken up this aspect/grievance before the respective authorities (MOH &FW, DoPT, MOF etc ) and clarifications awaited. Will you kindly express yr views in this regard. Tks

      Similiar case is mine. I approached three times to cghs zonal office along with clarification dtd. 22.11.2022,but the cghs authorities have not ready to listen. At this age it is very much difficult for a Sr. Citizen to visit CGHS office again & again. Ministry of Health, may kind intervene and resolve the matter. Thanx

      कृपया CGHS officers की मनमानी करते है और कार्यालय में मिलना नहीं चाहते है,यह पटना addl dte CGHS office ki बात है।CGHS card 8/7/2022को CGHS card बना है,रेट on October 2013 है,कार्ड में।बेसिक।पे के अनुसार। संशोधन सेमी वार्ड से pvt ward। entitlement Dena नहीं चाहते है,क्या करे,मेरा बेसिक वेतन 7th ke anusar 62200/-, जब की 2014 वाले को।56500/ए वाले को Pvt ward ka card बना दिया,अब हम क्या करे

    Sir.. I am retired in June 2014 & CGHS beneficiary. I am entitled for Semi Pvt ward. Now, as per MOH&FW OM dt. 28/10/22,22/11/22,upgradation of ward entitlement(General /Semi /Private )is permitted,as per slabs and scale (7th CPC 1.1.16).Being retired (2014),my pay revision done, as per 7th CPC, by CPAO, New Delhi fixing my BP Rs. 64100/-from 1/1/2016.Thus, as per OM dt. 28/10 ibid, I am entitled for *Pvt *ward instead of Semi Pvt ward. On approach, CGHS authorities clarified that, the upgradation of ward entitlement is allowed, only to those officials who retired after Jan 2017.Thus, discrimination prevailed, even having upgraded scale as on 1/1/2016 & MHFW OM dt. 28/10/22. All Juniors are getting PVT ward & Sr officials with BP Rs 50,100 & above retired prior to 2017,are getting Semi Pvt ward. Hence, matter needs to be reviewed by JCM /DoPT suo moto, as going to judiciary (CAT, HC, SC )is impossible for affected pensioners. Tks

      I sanjay pal working in MoHFW BHOPAL. In CGHS digital signature is mandatory in all OM but in this OM manual signature has been made. CGHS New Delhi has never issued such a OM till date
