CONSTANT ATTENDANT ALLOWANCE

2450 SHRI A. A. RAHIM:

Will the Minister of Defence be pleased to state:

(a) the number of armed forces pensioners eligible and availing the scheme of  constant attendant allowance given to those who are 100 per cent disabled/blind attributable to military service;

(b) the amount given as constant attendant allowance;

(c) the details of the last five hikes in the allowance and dates of the same;

(d) the reasons that the allowance is not following minimum wage; and

(e) whether Government is planning to increase the allowance to match the minimum wage?

IN THE MINISTRY OF DEFENCE

(a): 1425 (approximately)

(b): Rs. 90.39 lakh (approximately) in a month.

(c): The details are as under: –

(d): Constant attendant allowance at a uniform rate is granted to a medically invalided out service personnel in addition to disability pension for 100% disablement. Constant Attendant Allowance is allowed, if in the opinion of the Invaliding Medical Board, disabled pensioner needs the services of a constant attendant for at least a period of 03 months. The allowance is over and above the disability pension consisting of Service Element and Disability Element. The rate of Constant Attendant Allowance has been revised from time to time on the recommendations of the various Pay Commissions.
