RESERVATION FOR AGNIVEERS IN PARAMILITARY FORCES
388 SHRI JOHN BRITTAS:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) whether Government intends to bring reservations for Agniveers in Central paramilitary forces;
(b) if so, the details thereof;
(c) the details of the existing reservations in paramilitary forces; and
(d) the proposed changes in reservation pattern?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)
(a) & (b): An in-principle approval has been given for reservation of 10% of vacancies for ex-Agniveers in the recruitment to the post of Constable(General Duty)/Rifleman in the Central Armed Police Forces and Assam Rifles. Relaxation in upper age limit and exemption from the Physical Efficiency Test will also be given.
(c): As per Government instructions/orders, the details of existing reservations in CAPFs/ARs are as under:

| Other Backward Classes (OBCs) | 27% |
| Economically Weaker Sections (EWSs) | 10% reservation in direct recruitment in civil posts and_ services in Government of India to the persons belonging to EWSs who are not covered under the scheme of reservation for SCs, STs & OBCs as per DoP&T’s OM dated 31.01.2019. |
| Ex-servicemen | 10% of the vacancies’ in the posts upto of the level of the Assistant Commandant in all para-military forces as per DoP&T notification dated 04.10.2012. |
(d) : 10% horizontal reservation is decided to be given to Ex-Agniveers for the post of Constable(GD)/Rifleman when the first batch of Ex-Agniveers is available for recruitment after completing engagement period of four years in Defence Forces.

क्या गृह मंत्री यह बताने की कृपा करेंगे किः
(क) कया सरकार केन्द्रीय आर्ध-सैनिक बलों में अग्निवीरों के लिए आरक्षण लाने का इरादा रखती है;
(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है;
(ग) अर्ध-सैनिक बलों में मौजूदा आरक्षण का ब्यारा क्या है; और
(घ) आरक्षण पद्धति में प्रस्तावित परिवर्तन क्या हैं?

(क) और (ख): केंद्रीय सशस्त्र पुलिस बलों और असम राइफलल्स में कांस्टेबल (जनरल ड्यूटी)/राइफल मैन के पद हेतु भर्ती में पूर्वअग्निवीरों के लिए रिक्तियों में 10% आरक्षण को सैद्धांतिक अनुमोदन प्रदान कर दिया गया है। अधिकतम आयु सीमा और शारीरिक क्षमता परीक्षा में भी छूट प्रदान की जाएगी।
(ग): सरकार के निर्देशोंआदेशों के अनुसार, सीएपीएफ/एआर में मौजूदा आरक्षण का ब्यौरा निम्नानुसार हैं:

| अन्य पिछड़ा वर्ग | 27% |
| आर्थिक रूप से कमजोर वर्ग(ईंडब्ल्यूएस) | ईंडब्ल्यूएस से संबंधित उन व्यक्तियों, जो डीओपीटी के दिनांक 31.01.2019 के कार्यालय ज्ञापन के अनुसार एससी, एसटी और ओबीसी हेतु आरक्षण की स्कीम में कवर नहीं किए गए हैं, के लिए भारत सरकार के सिविल पदों और सेवाओं की सीधी भर्ती में 10% आरक्षण |
| पूर्व-मैनिक | डीओपीटी के दिनांक 04.10.2012 के अधिसूचना के अनुसार, सभी अर्ध-सैनिक बलों में सहायक कमांडेंट स्तर तक के पदों में 10% रिक्तियां |
(घ): जब पूर्व-अग्निवीरों का पहला बैच रक्षा सेवाओं में चार वर्ष की अनुबंध अवधि पूरी करने के बाद भर्ती हेतु उपलब्ध होगा, तो उन्हें (पूर्व अग्निवीरों) कांस्टेबल (जीडी)राइफलमैन के पद के लिए 10% होरिजेंटल आरक्षण प्रदान किए जाने का निर्णय लिया गया है।

COMMENTS
The cut throat competition amongst agniveers to remain in armd forces would breed corruption. Even securing a job by 75% rejected lot who would be having funds at their disposal on release would encourage corruption. The scheme should be revisited on the lines of Short Service Commission for officers and should be made applicable to all Govt jobs.
