Ex-Servicemen Contributory Health Scheme (ECHS): Compendium of Govt Letters 30 Dec 2002 to 31 Mar 2021
ECHS: SIMPLICITY IN CARE
1. The Ex-Servicemen Contributory Health Scheme (ECHS) was launched in April 2003 to provide quality medical care to the Ex-servicemen and their dependents by utilizing the existing medical infrastructure of Armed Forces and the Civil/Government Hospitals. It was a mammoth task to conceptualise, plan and execute this scheme.
2. The scheme today has rapidly gained credibility and has made phenomenal progress over the past 19 years from 13 Regional Centres and
227 Policlinics to 30 Regional Centres and 433 Polyclinics with a total beneficiary base of approximately 55 lakhs. The scheme is also extended to Gorkha Domiciles for Nepal.
3. The scheme is dependent on a large number of agencies for its day-to-day functioning, which includes the command structure of the three Services, facilities of the Armed Forces Medical Services, ECHS Polyclinics, Regional Centres and Central Organisation ECHS, apart from the PsCDA, DG Defence Estates and Empanelled Medical facilities. To enable this organisation to keep delivering quality medical services, a large number of policies and regulations are issued from time to time. It is therefore, imperative that all the functionaries concerned are kept updated at all time of the policies that regulate the functioning of ECHS.
4. It is with the above aim in mind that the revised and updated edition of ‘Compendium of Government Letters on ECHS’ has been digitised and prepared in a PDF form. This will facilitate easy accessibility to functionaries at all levels to understand the nuances of ECHS in a more lucid yet comprehensive manner. Endeavours have been made to include all the policy guidelines issued by the Government with regards to ECHS ever since its inception, and also to incorporate various amendments issued to the same from time to time. The compendium can now be easily accessed on computer or smartphone by logging on to ECHS website i.e.https://echs.gov.in .Compendium prepared in PDF format is user friendly and consists of features like, hyperlinking of important letters, internet search through lookup function and full search option.
