SECTION – A: INTRODUCTION
CRB & CEO as Chairman of the meeting addressed the gathering.
Chairman, Railway Board welcomed Dr. N. Kanniah, President/AIRF, Shri Shiva Gopal Mishra, General Secretary/AIRF, other representatives of AIRF and members of the Official Side to the PNM Meeting. It was observed that though we are holding PNM after two and a half years due to Pandemic and other reasons, we are serious in holding regular PNM meetings and to resolve the issues by mutual discussions. In the last DC/JCM held on 05th-06th October, 2021, it was decided to hold the PNM and accordingly, the PNM with AIRF has been scheduled.
CRB informed the Federation as under:-
- During the current year 2021-22 (upto 11.2021), IR loaded 839.59 MT compared to 693.2 MT during the corresponding period of the previous year. There is an increase in freight loading of about 146 MT (+21%).
- On safety front, no passenger fatality has taken place in any train accident since April, The number of consequential train accidents has also come down.
- On punctuality front, much improvement has taken place and punctuality performance has improved from 75% to 94% upto October, 2021.
- Average Speed of Freight Trains has been increased from 18 kmph during 2020- 21 to 45.42 kmph in 2021-22.
- Highest ever Capital allocation of 15 Lakh Cr has been made for infrastructure development during FY 2021-22 which is higher by 60,000 crore in comparison to last year.
- Railway Electrification during the current year is 895 km till October, Last year highest ever railway electrification was carried out.
- New Line/ Doubling/ Gauge Conversion is 838 km till 31st October, 2021
- 54 ROBs & 217 RUBs have been constructed upto September, 2021.
- 1496 Kisan Rails were run on 136 routes upto October, 2021
- So far IR have commissioned Wi-Fi at a total of 6065 stations.
- 95 oxygen generating plants have so far been sanctioned and out of these, 52 are functional in Railway 43 more oxygen plants which have been sanctioned are at different stages of commissioning.
- IR has inducted a new coach variant High capacity 3rd AC Economy coach on 02.2021 and produced 33 coaches in the last two months. With these, total 54 numbers of such AC-III Tier economy coaches have been made available over IR.
- After redevelopment of Gandhinagar Station, Rani Kamalapati Railway Station is the Second redeveloped station and same was commissioned on 15.11.2021. All modern facilities like Airport are available at this There is separate entry exit system at this station. This station was inaugurated by Hon’ble Prime Minister.
- During the current year upto October, 2021, 486 Electric Locomotives have been produced as compared to 330 last Further, 3228 LHB Coaches have been produced during the current year upto October, 2021 as compared to 2418 last year
- Till 31st October, 2021, 11,43,595 (97%) Railway employees have already been give first dose of Covid Vaccine and 8,13,416 (69.08%) have been given 2nd dose.
I would also like to mention a few initiatives taken for HR Management and Staff Welfare.
- All over Indian Railways there have been 3255 cases of employee deaths due to COVID-19. Out of total Covid death cases, in 3215 (98.77%) cases all settlement dues have been paid and only 40 cases of settlement dues are Further, out of 2755 number of compassionate appointment cases sought by the applicants, 2738 (98.67%) cases have been finalized/ approved. The balance cases are those where CG appointments have been sought for minor children as well as those where additional time has been sought by the applicants.
- Like previous years, this year also PLB equivalent to 78 days’ wages has been sanctioned for Railway This decision has been taken despite adverse financial situation caused by Covid-19 Pandemic.
- A number of steps have been taken to familiarize employees with HRMS modules which include setting up of dedicated HRMS helpdesks and call centres in all Divisions/workshops, detailed user guides, manuals and pamphlets in bi-lingual/ vernacular medium, extensive module-wise training sessions, etc.
- Zonal Railways have been directed to conduct training programmes on HRMS particularly on E-Pass module to cover all the employees.
- User interface of HRMS modules has been extensively simplified for the benefit of
- Proposal to provide additional two grades of GP Rs.4800 and 5400 to Supervisors cadre of all departments has been sent to MOF.
- A proposal to waival of the ceiling limit of Basic Pay of 43,600/- for entitlement of Night Duty Allowance (NDA) to Railway employees, has already been sent to MOF and their approval is awaited.
- The currency of the GDCE scheme has been extended for a further period of two years e. upto 31.03.2022.
- Instructions have been issued that Selection process may be expedited to the extent feasible.
- Group ‘B’ selections have been decentralized on Zonal Railways.
- It has been decided to resume direct recruitment in Level-7 posts of Senior Section Engineer (SSE), Chemical and Metallurgical Superintendent (CMS) and Chemical and Chief Depot Material Superintendent (CDMS).
- Instructions have been issued making Track Maintainers eligible for promotion as Technician-III (Level-2) in the P-way/Engineering Department.
- Instructions also issued for making Safaiwalas and Level-2 staff of Commercial & Operating Deptts eligible for promotion for commercial clerks.
- For optimum utilization of SBF Funds, permission of re-appropriation of SBF has already been granted to the General Managers.
CRB & CEO thanked AIRF for their continued cooperation and also congratulated all railwaymen for their performance and hard work during the challenging times of COVID Pandemic.

Six months ago, Railways floated tenders inviting bids from private players for running 90 Express Trains in the name of attracting private investment. But, there were no takers except IRCTC and MEIL (Megha Engineering India Limited) that too only for three corridors i.e., Delhi-1, Delhi-2 and Mumbai-2 and the Railways have cancelled all these tenders. Now, it is reliably learnt that, the Railways are planning to relax the terms and conditions of the tenders, in order to attract the bidders to run the Private Trains. President/AIRF cited the case of Public Private Participation agreement between Delhi Metro (DMRC) and Reliance Infrastructure on construction and operation of Delhi Airport Metro Line. In the year 2008, the DMRC entered into a 50:50 agreement with Reliance to construct and operate the Airport Line at a cost of Rs.5800 Crore. M/s Reliance also had its own Survey and were satisfied that, around 40,000 Passengers may use this facility daily and they entered into a 30 years contract. M/s Reliance also fixed a ticket fare of Rs.150/- per trip and started the operation in the year February, 2011. But, within 17 Months i.e., on 7th July 2012, M/s Reliance deserted Delhi Metro and issued Notice for termination of contract claiming a compensation a Rs.2782 Crores along with interest. M/s Reliance claimed that instead of anticipated 40,000 Passengers per day, only 15,000 to 18,000 used the services. The Arbitration Tribunal awarded compensation in favour of Reliance with interest for Rs.4500 Crores. DMRC went to Supreme Court but, the Hon’ble Supreme Court on 09.09.2021 directed DMRC to pay the Compensation of 2782 Crores with interest. Now the same Airport Metro Services are run by DMRC by collecting only Rs.50 per trip from passengers, instead of Rs.150 collected by Reliance. President/AIRF cautioned that in the name of privatisation of passenger Trains, we should not end up like DMRC as we can’t afford to lose our hard earned tax payers money. |

06. | In case of inter-divisional transfer due to a vigilance trap, a time limit needs to be fixed for such transfer so that the families of such charged employees do not suffer. |

Inter-divisional transfer on the basis of vigilance report was earlier restricted to commercial department only, but as per the new Vigilance Manual of 2018, this has been made applicable to all departments. Para 512 of Vigilance Manual, 2018 relating to inter-divisional transfer for smallest misconduct on the part of employees, needs to be withdrawn. |
08. | Employees appointed in the month of July are not getting Dress Allowance for that year. AIRF demands that they should be paid Dress Allowance on proportionate basis for the period July to December. |
09. | 3500 posts of Track Maintainers are vacant on SWR and these posts need to be filled. Large vacancies exist on other Railways for manning of new assets. |
10. | For promotion from Group ‘C’ to ‘B’ under LDCE quota, the required eligibility criteria of five years regular service needs to be reduced. |
11. | On SER, 154 vacant posts of SSO have not filled-up and also Appendix-III Examination has not been conducted for the last two years. SSOs from the Headquarter are being transferred to Divisions indiscriminately. |
12. | Despite Board’s orders, CMSs are not referring the patients to Referral Hospitals. |
13. | Action is not being taken on the report of the Committee for Risk and Hardship Allowance. |
14. | Duty Pass has been restricted as per Board’s instructions contained in RBE No.16/2019. This needs to be reviewed. |
15. | Ban on direct recruitment in GP 1800 against Sports quota needs to be lifted in order to encourage the joining of young sportsmen in Railways and for promotion of railway sports in the long run. |
16. | Honorarium payable for Secretarial Assistance provided to offices of Federations/Unions and Associations participating in PREM Group needs to be enhanced. |
17. | Provision of Co-Pilots in Rajdhani and Rajdhani feature trains needs to be restored. |
18. | ALPs should not be used as Train Guards. GDCE should be conducted at Zonal Level to fill the vacancies of Train Guards. Wherever necessary, only Sr. ALPs should be deployed as Train Guards after training. On NER, ALPs are being forcibly deployed for Guard Duty on the basis of written orders which is causing unrest among the employees. |
19. | No consultation was held with Federation before implementing HRMS and consultation is now being held when mess has been created by CRIS. Passes should allowed to be issued both in physical and electronic mode. |
20. | HIMS also needs to be reviewed due to delays involved and problems being faced by the employees. |
21. | National Holiday Allowance has been stopped in case of Non-Gazetted Staff in Level-9. This needs to be reviewed and all Group C employees should be eligible for National Holiday Allowance. |
22. | Companion of visually/physically disabled persons should be provided with facility of Pass. |
23. | Compassionate Ground appointment in the post of Clerk/Commercial Clerk is not being resorted in Commercial Department despite availability of qualified candidates. |
24. | Dress Allowance of Track Maintainers, Technical Staff, Line Staff needs to be enhanced from Rs.5000 to 10000. |
25. | Medical facilities at Shahdol (SECR) Sub-Divisional Hospital should be improved by providing Doctors and Paramedical Staff. |
26. | Referral facility of Super Specialty Hospital at Raipur(SECR) should be continued. |
27. | In Eastern Railway, facility of Monthly Concession Ticket Order(MCTO) has been stopped. It should be restored, facilitating the staff and their wards. |
28. | On Eastern Railway, a part panel came in the year 2004 instead of 2002. Such staff should be brought under Old Pension Scheme. |
29. | Course Completed Act Apprentices need to be regularized in Railways by way of some skill test in continuation of their apprenticeship as they are trained manpower. |
30. | Women employees in Zonal/Divisional Women Committees should be treated as protected employees like office bearers of recognized unions and their transfers should be bare minimum. |
31. | Upgradation of Polyclinic of Kazipet (SCR) Sub-Divisional Hospital. |
32. | Payment of ALK @ 30% to Running Staff during cancellation of Passenger Trains due to COVID-19 Pandemic. |
33. | In view of use of Computers in all offices in the place of Typewriters, typing test for the post of Junior Clerk/Senior Clerk needs to be dispensed with. |
34. | Staff nominated for receiving Awards should not be forced to wear their uniform. |
35. | Sub-Section 14, Para 615, Chapter 6 of Indian Railway Medical Manual prescribes that private servant of a Railway employee is also eligible for medical attendance and treatment as outdoor patient. This needs to be reiterated. |
36. | Employees transferred from one seniority unit to another seniority unit on their own request are suffering double loss due to instructions issued under RBE No.81/2020 dated 19/09/2020. Pay protection is incomplete because Grade Pay is not protected in such cases during the period 01.01.2006 and 31/12/2015. Instructions issued under RBE 81/2020 are required to be reviewed. |
37. | Payment of Settlement Dues from Construction Organisation itself to the staff retiring from Construction Organisations. |
38. | Permission for installation of ATMs of Railway Employees’ Co-operative Banks in DRM Offices, Railway Stations and Colonies. |
39. | Recruitment/Promotion Rules in RDSO/LKO should be on the basis of 80:20 instead of 60:20:20. |

35/2018: Indiscriminate outsourcing plan of printing of books and forms used in the Railways.
Federation pointed out that the staff working in these Printing Presses is not being provided with the workload, which is highly unfair, and demanded that, these staff should be allotted workload of printing various stationery Items, including Money Value Books etc. against the demand from the user departments rather than outsourcing of that work. It was informed by the Official Side that a committee comprising of the EDs, is looking into the issue and thereafter a view will be taken, taking into account all the considerations.

Federation was informed that Traffic Transportation Directorate has found the demand of safety shoes for shunting staff appropriate. Accordingly, necessary action is being taken to process the case with the approval of competent authority.

26/2010: Implementation of the recommendation of the Railway Safety Review Committee, 1998.
Status of implementation of 05 pending recommendations of the Railway Safety Review Committee will be obtained from concerned Directorates and the same will be shared with the Federation.
25/2018: Award to the Railway Staff for the Accident Free Service.
Federation(AIRF)’s demand for Accident Free Service Award to other categories will be examined.

20/2021: Revision of pension of pre-2016 Retired Running Staff – Instructions issued by Railway Board incorrect and improper to be rectified.

11/2021: Bringing together all the stations of Northern, North Eastern and North Central Railways in and around Allahabad City Area under Administrative Control of NCR.

01/2021: Faulty procedure/policy of conducting D&AR Enquiry in Vigilance Cases.
Federation clarified that their demand is that the Vigilance Inspectors after their repatriation, should not be given postings as Enquiry Officers or Enquiry Inspectors. They also clarified that the matter pertains to Vigilance and not Establishment.
