SHORTAGE OF FUNDS FOR SECURITY FORCES

373. DR. KIRODI LAL MEENA:

Will the Minister of HOME AFFAIRS be pleased to state:

(a) whether Government is aware of the fact that some security forces, paramilitary forces and investigative agencies, etc. are facing shortage of funds for their day-to-day activities like ration allowances, etc;

(b) if so, the details thereof and the steps being taken by Government in this regard;

(c) whether Government is considering to provide paramilitary forces leave and transfer benefit to their home States, if so, the details thereof; and

(d) if not, the reasons therefor?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)

(a): There is no shortage of funds in Central Armed Police Forces (CAPFs)/Paramilitary Forces and Investigative Agencies for their day to day activities.

(b): Question does not arise.

(c)&(d): Leave and transfer benefits to the Central Armed Police Forces (CAPFs)/Paramilitary Forces personnel are being regulated in accordance with the extant leave rules and transfer policy of the respective Forces.

क्या गृह मंत्री यह बताने की कृपा करेंगे कि:

(क) क्‍या सरकार को यह जानकारी है कि कुछ सुरक्षा बल, अर्ध सैनिक बल और जांच एजेंसियों आदि राशन भत्ते आदि जैसी अपनी दिन – प्रतिदिन की गतिवधियों के लिए निधि की कमी का सामना कर रही हैं;

(ख) यदि हाँ, तो तत्संबधी ब्यौरा क्या है और सरकार द्वारा इस संबंध क्या कदम उठाए जा रहें हैं;

(ग) क्‍या सरकार अर्धसैनिक बलों को उनके गृह राज्यों के लिए अवकाश और स्थानान्तरण लाभ देने का विचार कर रही है, यदि हाँ तो तत्संबंधी ब्यौरा क्या है; और

(घ) यदि नहीं, तो इसके क्या कारण हैं?

गृह मंत्रालय में राज्य मंत्री (श्री नित्यानंद राय)

(क) केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफएस)/अर्धसैनिक बलों और जांच एजेंसियों के पास उनकी दिन-प्रतिदिन की गतिविधियों के लिए धन की कोई कमी नहीं है।

(ख) प्रश्न नहीं उठता।

(ग) और (घ) केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफएस)/अध॑सैनिक बलों के कर्मियों के अवकाश और स्थानांतरण लाभों को संबंधित बलों के मौजूदा अवकाश नियमों और स्थानांतरण नीति के अनुसार विनियमित किया जा रहा है।
