INJURIES DURING TRAINING IN DEFENCE ACADEMIES

956. SHRI RAM MOHAN NAIDU KINJARAPU:

Will the Minister of DEFENCE be pleased to state:

(a) the total number of cadets who were injured during their training in defence academies and as a result were invalidated out on medical grounds during the last five years, year-wise;

(b) the total number of injuries that were attributable to service and non-attributable to service;

(c) the year-wise break-up of the number of medical board out cadets in the categories of those suffering 20 percent disability, 30 percent disability, 50 percent or more and 100 percent disability during the said period;

(d) the total amount of ex-gratia payment released to such cadets by the Ministry during the last five years, year-wise; and

(e) whether such cadets have been issued identity cards or any other document of identification that they can use to access healthcare facilities in military hospitals and if so, the details thereof?

ANSWER

MINISTER OF STATE (SHRI AJAY BHATT) IN THE MINISTRY OF DEFENCE

(a) The total number of cadets boarded out of service are as follows:

(b) Injuries attributable to service and non-attributable to service:

(c) Year-wise break-up of cadets boarded out:

(d) The following Ex-gratia benefits are granted to cadets on being medically boarded out:

(i) Ex-Gratia Disability Award (for 100% disability, reduced proportionately) – Rs. 16,200/- pm
+ Dearness Relief. No disability award shall be payable in cases where the degree of disablement is less than 20%

(ii) Monthly Ex-Gratia – Rs. 9000/- pm + Dearness Relief.

(iii) Constant Attendance Allowance (For 100% disability only) – Rs.6,750/- pm.

In addition, Army Group Insurance Fund (AGIF) provides disability and Ex-gratia benefits to cadets boarded out with disability.

(e) Cadets medically boarded out from armed forces are not issued any identity card. However, medical treatment of such injured cadets is done at Military Hospitals

क्या रक्षा मंत्री यह बताने की कृपा करेंगे कि :

(क) पिछले पांच वर्षों के दौरान रक्षा अकादमियों में प्रशिक्षण के दौरान घायल हुए और इसके परिणामस्वरूप चिकित्सा आधार पर अयोग्य घोषित किए गए कैडेटों की वर्ष-वार कुल संख्या कितनी है ;

(ख) कितने कैडेट सेवा प्रशिक्षण के दौरान घायल हुए और कितने कैडेटों के घायल होने का कारण सेवा प्रशिक्षण नहीं था ;

(ग) उक्त अवधि के दौरान 20 प्रतिशत निःशक्तता, 30 प्रतिशत निःशक्तता, 50 प्रतिशत या अधिक तथा 100 प्रतिशत निःशक्तता से ग्रस्त व्यक्तियों की श्रेणियों में मेडिकल बोर्ड आउट कैडेटों की संख्या का वर्ष-वार ब्यौरा क्या है ;

(घ) मंत्रालय द्वारा पिछले पांच वर्षों के दौरान वर्ष-वार ऐसे कैडेटों को कुल कितनी अनुग्रह राशि जारी की गई ; और

(ङ) क्‍या ऐसे कैडेटों को पहचान-पत्र या पहचान का कोई अन्य दस्तावेज जारी किया गया है जिसका उपयोग वे सैन्य अस्पतालों में स्वास्थ्य सुविधाएं प्राप्त करमे के लिए कर सकते हैं और यदि हां, तो तत्संबंधी ब्यौरा कया है ?

उत्तर

रक्षा मंत्रालय में राज्य मंत्री (श्री अजय भट्ट)

(क) : सेवा से बोर्ड आउट कैडेटों की कुल संख्या निम्नलिखित है :

(ख) : सेवा पर आरोप्य और गैर-आरोप्य चोटें :

(ग) : बो्ड आउट किए गए कैडे टों का वर्ष-वार ब्यौरा :

(घ) : चिकित्सा आधार पर बोर्ड आउट किए जा रहे कैडेटों को निम्नलिखित अनुग्रह लाभ प्रदान किए जाते हैं :

(i) अनुग्रह निःशक्तता अवार्ड (100% निःशक्तता के लिए, आनुपातिक रूप से घटा दिया गया है) – 16,200/-रुपए प्रतिमाह +मंहगाई भत्ता | ऐसे मामलों जि नमें निःशक्तता 20% से कम है, कोई निःशक्तता लाभ प्रदान नहीं किया जाएगा।

(ii) मासिक अनुग्रह – 9000/-रुपए प्रतिमाह + मंहगाई भत्ता।

(iii) स्थायी उपस्थिति भत्ता (केवल 100% निःशक्तता के लिए) – 6,750/-रुपए प्रतिमाह।

इसके अलावा, सेना समूह बीमा निधि (एजीआईएफ) में निःशक्तता के साथ बोर्ड आउट होने वाले कैडेटों को निःशक्तता और अनुग्रह लाभ प्रदान किए जाने का प्रावधान है ।

(ङ): सशस्त्र सेनाओं से चिकित्सा आधार पर बोर्ड आउट हुए कैडे टों को किसी प्रकार का पहचान पत्र जारी नहीं किया जाता है। तथापि, ऐसे घायल कैडेटों का चिकित्सा उपचार सैन्य अस्पताल में किया जाता है।
