MECHANISM TO CONDUCT PRELIMINARY ENQUIRY (IE TBO/OMI/SURPRISE VIGILANCE CHECKS/ TECHNICAL CHECKS ETC) AND ACTION THEREUPON

1. Reference 78650/Policy/98/E1 D (Vol XX.IV) (ii) dated 24 Dec 2020.

2. The following issues are clarified/elaborated for better understanding of the procedure to be adopted for conducting PE:-

(a) Para 6 – Procedure for Obtaining Version of the Officers Found Blameworthy.

Version , of the officer found blameworthy must be obtained by the Inquiry Officer of the PE by communicating the lapses brought out in the PE through his/her present Reporting Officer after ascertaining the present address of the Delinquent Officer. In case the Delinquent Officer has retired from service, the enquiry officer should obtain the version through the convening authority of the PE.

Parity in pay scale of all Stenographers, Assistants and Ministerial staffs in subordinate offices and in IA&AD and organized accounts cadre with Central Secretariat staffs by upgrading their pay scales

(b) Para 7 – Action Upon Completion of SCol.

Upon receiving the completed SCOI with directions of Fmn Cdr, the CE Comd must immediately examine whether any civilian officials have been blamed by the SCOI. If so, the documentary evidence attached with the SCOI must be examined by the CE Comd independently in terms of CCS Conduct Rules. If such documentary evidence with SCOI points towards any misconduct on the part of such civilian officer which has not been dealt by TBO/OMl/PE earlier, disciplinary case for such misconduct be processed to the Competent Authority. Disciplinary folders of cases involving Gp A and Gp B or composite case involving both Gp ‘A’ and Gp ‘B’ and other officials must be fwd to E­ in-C’s Br for first stage advice of CVO.
