COMPENSATION TO PULWAMA MARTYRS
3261 SHRI ANIL DESAI:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) the number of CRPF jawans and civilians killed in terrorist attack in Pulwama two years back;
(b) whether any jobs/cash or any other form of compensation was announced by Government to the injured or to the family members of those killed, if so, the details thereof;
(c) whether the promises made to dead and injured have been fulfilled, if so, the details thereof; and
(d) if not, the reasons for not helping those who sacrificed their life for the nation?

(a): Forty CRPF personnel attained martyrdom in a terrorist attack on 14th February, 2019 in Pulwama, Jammu & Kashmir. No civilian was killed in the incident.
(b) to (d): The Next of Kin (NoK)/families of CRPF personnel killed in the Pulwama attack have been provided the following compensation/benefits:-
Rs. 35 Lakh as Central Ex-gratia lump sum compensation, Rs. 5 Lakh as Ex-gratia from duty State, Rs. 20 Lakhs from Risk Fund of CRPF, Rs. 1.5 Lakhs from Central Welfare Fund of CRPF, Rs. 30 Lakhs from SBI Para Military Salary Package cover. In addition, NoKs of martyrs have been paid Ex-Gratia from Home States as per the rules of the State concerned.
Voluntary donors have also contributed upto Rs.15 lakhs through ‘Bharat Ke Veer’ portal. Besides, additional compensation was also given by some of the States i.e. Gujarat Government @ Rs.10 Lakhs, Tripura Government @ Rs.2 Lakhs and Sikkim Government @ Rs.3 Lakhs. The said benefits/compensation are in addition to the admissible service benefits viz. Death-cum-Retirement Gratuity (DCRG), Group Insurance, General Provident Fund (GPF) and Liberalized Pensionary Award under Central Civil Service (Extra-ordinary Pension) Rules, 1939.
As regards compassionate appointment/Government job, NoKs of 17 martyrs were provided Government jobs, cases of 02 NoKs are in the process, 06 NoKs were unwilling for jobs in CRPF/State Government. 05 NoKs were ineligible for compassionate appointment as family comprises of only old aged parents/illiterate wife, wards of martyrs in 09 cases were minors and 01 NoK/dependent had not submitted willingness.
