No. IG/ACD/7th CPC/CAS/2019-20/06—In accordance with the approval of the Board of Management of the University in its 137th meeting held on 16th October, 2019, the approval of the President of India in his capacity as Visitor of the University as conveyed by the Ministry of Education (Shiksha Mantralaya), Govt of India vide their letter F.No.5-39/2012-DL, dated 15th September 2020, and in exercise of powers vested with the Board of Management under the provisions of Section 26(2) of IGNOU Act 1985 and Clause (1), (3) and (4) of Statute 26 of the Statutes of the University, the (i) Ordinance on Career Advancement Scheme of Teachers, and (ii) Ordinance on Career Advancement Scheme of Academics including Librarian in the Indira Gandhi National Open University as per 7th CPC (UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic Staff in University and Colleges and Measures for the Maintenance of Standards in the Higher Education, 2018) are notified herewith. These Ordinances shall be effective from 18th July 2018.

A copy each of the (i) Ordinance on Career Advancement Scheme of Teachers, and (ii) Ordinance on Career Advancement Scheme of Academics including Librarian in the IGNOU as per 7th CPC, is placed as Annexure 1 and 2, respectively.

This is issued with the approval of the Vice Chancellor.

Annexure 1

ORDINANCE ON CAREER ADVANCEMENT SCHEME OF TEACHERS
(Under Statute 17(14) of the Statutes of the University read with Section 2(p) of the IGNOU Act.)

I. The CAREER ADVANCEMENT OF TEACHERS (Assistant Professors (Academic Level 10) to Assistant Professor (Sr Scale/ Academic Level 11); Assistant Professors (Sr Scale/ Academic Level 11) to Assistant Professor (Selection Grade / Academic Level 12); Assistant Professor (Selection Grade/Academic Level 12) to Associate Professor (Academic Level 13A); Associate Professor (Academic Level 13A) to Professor (Academic Level 14); and Professor (Academic Level 14) to Senior Professor (Academic Level 15) shall be as per the provisions applicable to Teachers (specifically stated on p. 82-84 and related other provisions) contained in the UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic Staff in University and Colleges and Measures for the Maintenance of Standards in the Higher Education, 2018.

II. The Table 1, Appendix II on Assessment Criteria and Methodology for University/College Teachers (p. 104) shall be replaced with Table 1(a) contextualized as per duties performed by the Teachers of the University.

1. A. Teaching: Teaching work in IGNOU includes preparation of Course material, Planning, Designing, Development, Maintenance and Monitoring of academic programmes and courses in the Open and Distance Learning
system including faculty development programmes and teaching of M.Phil/Ph.D. and guidance of research students, categorised broadly into five activities as follows:(i) Planning and Designing Curriculum
Need assessment for launching new programmes, conceptualisation, preparation of draft Syllabi, finalization of programme/course structure, unitization of courses into Blocks, units etc.(ii) Course Development
Writing, transformation, editing, reviewing of units for SLM development; translation and vetting of course material; preparation of CRC; preparation of programme guides/practical manuals/workbooks/project guides/counsellors manuals/training manuals etc.; preparation of audio-video/multimedia resources etc.(iii) Revision of Programmes / Development of e-resources Revision of programmes/courses; development of e-content [online courses/e-resources/Open Educational Resources (OERs)/ Massive Open Online Courses (MOOCs)/web-based courses].

(iv) Programme/Course Coordination and Course Maintenance Preparation of Assignments/Monitoring of evaluated assignments/guiding project work or dissertation at UG or PG level/guiding field based activities as per Curriculum; collecting and analysing feedback on course material/updating printed SLMs and e-content
(v) Academic Support to Students Academic Counselling; student support through radio counselling/web casting/teleconferencing and related work etc.

Note: Out of eight working hours in a day a teacher is to devote at least five hours in these activities.

4. (c) Student related co-curricular and extension and field based activities such as students clubs, career counseling, study visits, student seminars and other events, cultural, sports, NCC, NSS and student support services.
5. (d) Organizing seminars/conferences/workshops, other University activities.
