New Delhi, the 12th January, 2021

G.S.R. 03.— In exercise of the powers conferred by clauses (b) and (c) of sub- section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), and in supersession of the Border Security Force Inspector (Librarian) (Combatised, Non-Gazetted, Group ‘B’ posts) Recruitment Rules, 2012 except as respect things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector (Librarian) in the Border Security Force, namely:-

1. Short title and commencement.— (1) These rules may be called the Border Security Force Inspector (Librarian) (Combatised, Non-Gazetted, Group ‘B’ Posts) Recruitment Rules, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.—The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.—No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Medical Fitness.—Notwithstanding any thing contained in these rules, only those persons who are in medical category SHAPE-I, shall be eligible for appointment under the provisions of these rules.

SHAPE-I means Medical Category defined as under:-

(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following functions:-

S – Psychological
H – Hearing
A – Appendages
P – Physical Capacity
E – Eye-Sight

(ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code letter, indicating declining functional efficiency. The numerals will be written next to the code letter, except that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of writing S1H1A1P1E1. General evaluation of these numerals is as under:-

1. Fit for all duties anywhere.

2. Fit for all duties but may have limitations as to type of duties and areas of employability depending on whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes.

3. Excepting “S” factor, fit for routine or sedentary duties but may have limitations of employability at high altitude (above 2,700 meters) extreme cold areas or hilly terrain and for long assignments.

4. Temporarily unfit for duties on account of hospitalization or sick leave.

5. Permanently unfit for duties.

6. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the consent of the Central Government, signified in writing, be appointed or employed under these rules:

Provided that nothing contained in these rules shall debar the appointment, enrollment or employment of a subject of a Nepal and Bhutan under these rules.

7. Superannuation.— (1) A person appointed under the provisions of these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years:

Provided that the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years.

(2) No person shall be granted extension in service beyond the age of retirement of sixty years.

8. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons, to be recorded in writing, relax any of the provisions of these rules in respect of any class or category of persons.

9. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note : The crucial date for determining the age-limit shall be the closing date for receipt of applications and not the closing date prescribed for those residing in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Union territory of Ladakh, Union territory of Jammu and Kashmir, Lahaul and Spiti District and Pangi Sub- Division of Chamba District of Himachal Pradesh, the Union territory of Andaman and Nicobar and Union territory of Lakshdeep.

 

Educational and other qualifications required for direct recruits

Essential:

Bachelor Degree in Library Science or Library and Information Science from a recognised University or Institute.

Experience:

Two years’ professional experience in a library under the Central Government or State Government or autonomous or statutory organisation or public sector undertaking or university or recognised research or educational institution.

Desirable:

(i) Master Degree in Library Science or library and Information Science from a recognised University or Institute.

(ii) Diploma in Computer Applications from a recognised University or Institute.

Physical standards:-

(a) For Male Candidate Height : 167.5 cms

Chest : 81 cms (86 cms after expansion) Weight: Corresponding to Height.

Note :

The minimum standards in so far as it relates to height may be:-

(i) relaxed from 167.5 cms to 165 cms in the case of those having martial traditions such as Gorkhas, Garhwalies, Kumaonis, Dogras and Marathas;

(ii) relaxed from 167.5 cms to 165 cms for Adivasis;

(iii) the minimum standard in so far as it relates to chest measurements may be relaxed from 81 cms and expanded 86 cms to 77 cms and expanded 82 cms for Adivasis.

(b) For Female Condidate Height : 157 Cms Chest : Not applicable

Weight : Corresponding to Height.

Relaxation:

For candidates belonging to Hill area of Garhwal, Kumaon, Himachal Pradesh, Gorkhas Dogras, Marathas, Sikkimies, Leh and Laddakh, Kashmir Valley and North

Eastern States: – 155 Cms

For Tribals or Adivasis including Mizos and Nagas: – 154 Cms.

b) The candidate must not have knock knees, flat foot, varicose vein or squint in eyes and they should possess CP-III BY ISIHARA. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.

Officers of the Central Government or State Government or Union territory administrations: (a)(i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with five years’ service rendered after appointment to the post on regular basis in level-6 of the pay matrix Rs. 35400-112400/- or equivalent in the parent cadre or department; and

(b) possessing the qualifications prescribed for direct recruits under column (7).

Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in same or some other organisation or deputation of the Central Government shall ordinarily not exceed three years.

Note 2: The maximum age-limit for appointment by deputation shall be not exceeding fifty-two years as on the closing date of receipt of application.
