Divisional Accountant, Assistant Accounts Officer and Assistant Audit Officer Recruitment Rules, 2020: Indian Audit and Accounts Department, Department of Expenditure, Ministry of Finance

G.S.R. 178.—In exercise of the powers conferred by clause (5) of article 148 of the Constitution and in supersession of the Indian Audit and Accounts Department (Divisional Accountant) Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession, the President, after consultation with the Comptroller and Auditor General of India, hereby makes the following rules regulating the method of recruitment to the post of Divisional Accountant in the Indian Audit and Accounts Department, namely:-
1. Short title and commencement.— (1) These rules may be called the Indian Audit and Accounts Department (Divisional Accountant) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and level in the pay matrix.— The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit and qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualifications.— No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Comptroller and Auditor General of India may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Comptroller and Auditor General of India is of the opinion that it is necessary or expedient so to do, he may, by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Government of India from time to time in this regard.

Note 1: In the State of West Bengal, ten percent of the vacancies shall be filled up by promotion of Divisional Accountants Grade Examination passed Senior Accounts Clerk as per the pay matrix of Government of West Bengal. Note 2: Vacancies caused by the incumbent being away on transfer on deputation or long illness or study leave or under other circumstances for a duration of one year or more may be filled up on transfer on deputation from – (i) Divisional Accountants in level-6 (Rs 35400-112400) in the pay matrix of other Accounts and Entitlement Offices of Indian Audit and Accounts Department; or (ii) Senior Accountants in level-6 (Rs 35400-112400) in the pay matrix (belonging to the Accounts and Entitlement Office in whose jurisdiction the vacancies have arisen) who have passed the Departmental Examination for Accountants and having two years experience in Works section; or (iii) Accountants in level-5 (Rs. 29200-92300) in the pay matrix with six years regular service (belonging to the Accounts and Entitlement office in whose jurisdiction the vacancies have arisen) who have passed the Departmental Examination for Accountants and having two years experience in Works section; or (iv) State Public Work Clerks in level-5 (Rs. 29200-92300) in the pay matrix with six years regular service and two years experience in Public Works Accounts. Note 3: The period of deputation including the period of deputation in another ex- cadre post held immediately preceding his appointment in the same or some other organisation or Department of the Central Government shall ordinarily not to exceed three years. The maximum age for appointment by deputation shall not be exceeding fifty six years, as on the closing date of receipt of applications. |

1. Short title and commencement.— (1) These rules may be called the Indian Audit and Accounts Department (Assistant Accounts Officer and Assistant Audit Officer) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall be applicable to the post specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, classification and level in the pay matrix.— The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.

Promotion :
Departmental candidates who have passed the Subordinate Accounts Service Examination conducted by the Comptroller and Auditor General of India or any authority specified by him. Deputation or absorption: Officers under the Cadre Controlling Authority in the Indian Audit and Accounts Department or in any Organised Accounts Cadre under the Government of India: (i) holding analogous posts of Assistant Accounts Officer or Assistant Audit Officer in Level-8 in pay matrix (Rs 47600- 151100); or (ii) who, has passed the Subordinate Accounts Service or Subordinate Audit Service Examination under other Cadre Controlling Authority in the Indian Audit and Accounts Department or an equivalent examination in any Organised Accounts Cadre under the Government of India. Note 1:- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation or absorption. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2:- Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation shall not be exceeding fifty six years as on the closing date of receipt of applications. |
Group ‘B’ Departmental Promotion Committee (for considering promotion) consisting of :-
(1) Cadre Controlling Officer of the concerned State; (2) Senior most officer, other than Cadre Controlling Officer, in the concerned State; (3) Next senior most officer, other than Cadre Controlling Officer in the concerned State. Note: The senior most amongst them shall be the Chairperson, provided that where such officers are not available in the State due to vacancy or non-availability of posts or long absence, of individual officer, officer from outside the State may be nominated by the Comptroller and Auditor General of India.
