Education be pleased to state:-

(a) whether it is a fact that a number of posts are lying vacant in Central Universities across the country;
(b) if so, the category-wise details of vacant teachers and other staff posts, University-wise as on date;
(c) the time by which the Government proposes to fill these vacant posts;
(d) the category-wise details of vacancies filled up by the union Government during the last five years;
(e) whether it is a fact that reserved category posts i.e. OBC, SCs and STs are not filled up due to non-availability of suitable candidates;

(f) whether the Government has any proposal to absorb already working ad hoc/ temporary/contract/ guest faculty as permanent teachers; and
(g) if so, the details thereof and if not, the reasons therefor?

(a) & (b): The total number of vacant teaching and non-teaching posts in 42 Central Universities under the purview of Ministry of Education as on 01.09.2020 is 6210 and 12437 respectively. In Indira Gandhi National Open University (IGNOU), 196 teaching posts and 1090 non-teaching posts are vacant as on 01.07.2020 and 31.12.2019 respectively. In three Sanskrit Central Universities, 52 teaching and 116 non-teaching posts are vacant.

A detailed statement of category wise vacant teaching and non- teaching posts in these Central Universities, under the purview of Ministry of Education, is enclosed at Annexure –I and Annexure- II respectively.

(c): Occurring of vacancies and filling up is a continuous process. Ministry of Education and University Grants Commission (UGC) continuously monitor it with Universities. UGC vide its D.O. letter No.F.1-14/2019 (CPP-II) dated 4th June, 2019 UGC has prepared the Guidelines for Recruitment of Faculty in Universities, Colleges and Institutions Deemed to be Universities outlining the selection procedure and the time frame for recruitment which has been circulated to all Universities to adhere the guidelines. The Universities have also been requested to take steps to ensure that the vacancies in the Universities as well as in the Colleges affiliated to the Universities are filled up at the earliest. However, the onus of filling up the teaching posts lies on Central Universities which are autonomous bodies created under Acts of Parliament.

(d) & (e): The category-wise details of vacancies filled up by these Central Universities during the last five years are given below:-
