FOOD CORPORATION OF INDIA
NOTIFICATION
New Delhi, the 30th July, 2020
No. 125
No. EP-36(1)2017.— In exercise of the powers conferred by Section 45 of Food Corporations Act, 1964 (37 of 1964) and with the previous sanction of the Central Government, the Food Corporation of India hereby makes the following Regulations further to amend the Food Corporation of India (Staff) Regulations, 1971 namely:-
1. Short Title and Commencement:
(i) These Regulations shall be called the Food Corporation of India (Staff) (Second Amendment) Regulations, 2020.
(ii) These shall come into force from the date of Notification in the Official Gazette.
2. Definitions: The definition and meaning of the words and designation of posts in these Regulations shall have the same meaning as contained in the Food Corporations Act, 1964 and the Food Corporation of India (Staff) Regulations, 1971.
3. In FCI (Staff) Regulations 1971, Regulations 43(iii), 43(v) and 46 may be amended as under:-
Regulation 43 (iii)
In any other case, an employee shall not accept any gift without sanction of the Corporation if the value thereof exceeds:
(a) Rs.5,000/- in case of an employee holding any Category-I or Category-II posts;
(b) Rs.2,000/- in case of an employee holding any Category-III or Category-IV posts.
Regulation 43 (v)
Notwithstanding anything contained in Sub-Regulations (ii) & (iii) above, a Corporation employee being a member of Indian delegation or otherwise, may receive and retain gifts from foreign dignitaries in accordance with the provisions of the Foreign Contribution (Acceptance or Retention of Gifts or Presentations) Rules, 2012, as amended from time to time.
Regulation – 46
(i) No employee shall speculate in any stock, share or other investment. Provided that nothing in this sub-regulation shall apply to occasional investments made through stock brokers or other persons duly authorized and licensed or who have obtained a certificate of registration under the relevant laws.
Explanation: Frequent purchase or sale or both of shares, securities or other investment shall be deemed to be speculation within the meaning of this sub-regulation.

(ii) These shall come into force from the date of Notification in the Official Gazette.
2. Definitions: The definition and meaning of the words and designation of posts in these Regulations shall have the same meaning as contained in the Food Corporations Act, 1964 and the Food Corporation of India (Staff) Regulations, 1971.
3. In FCI (Staff) Regulations 1971, Regulation 54(iii)(a) may be amended as under:-
Regulation 54(iii)(a) – Reduction to a lower stage in the timescale of pay by one stage for a period not exceeding three years, without cumulative effect and not adversely affecting his pension.

No. EP-7(1)2020- In exercise of the powers conferred by Section 45 of Food Corporations Act, 1964 (37 of 1964) and with the previous sanction of the Central Government, the Food Corporation of India hereby makes the following Regulations further to amend the Food Corporation of India (Staff) Regulations, 1971 namely:-
1. Short Title and Commencement: (i) These Regulations shall be called the Food Corporation of India (Staff) (Forth Amendment) Regulations, 2020. (ii) These shall come into force from the date of Notification in the Official Gazette.
2. Definitions: The definition and meaning of the words and designation of posts in these Regulations shall have the same meaning as contained in the Food Corporations Act, 1964 and the Food Corporation of India (Staff) Regulations, 1971.
3. In FCI (Staff) Regulations 1971, Regulation 60-A (ii) may be amended as under:-
Regulation 64-A(ii) – Proceeding after retirement should be completed expeditiously and within 18 months from the date of delivery of charge sheet to the charged official, subject to Court Orders, if any.
