Unmarried disabled sons eligible for ECHS facilities even after attaining 25 years

Till now unmarried permanently disabled and financially dependent sons of ECHS beneficiaries after attaining the age of 25 years are not considered dependant and hence are not eligible for availing medical facilities under Ex-servicemen Contributory Health Scheme (ECHS). This is as per the Central Government Health Scheme (CGHS) Rules which are followed by ECHS. However, vide their OM No 4-24/96-C&P/CGHS(P)/EHS dated January 1, 2020, the CGHS has declared such sons of CGHS beneficiaries who have become disabled after attaining the age of 25 years, dependant and hence eligible for availing CGHS benefits subject to fulfilment of conditions laid down in the Ministry of Health and Family Welfare (MoHFW) Office Memorandum (OM) No 4-24/96-C&P/CGHS(P)/EHS dated May 5, 2018.

It has now been decided by the Ministry of Defence (MoD), Department of Ex-Servicemen Welfare (DESW) to similarly treat unmarried permanently disabled and financially dependent sons of ECHS beneficiaries who have become disabled after attaining the age of 25 years as dependant and hence eligible for availing benefits under ECHS subject to fulfilment of conditions laid down in the MoHFW OM of May 7, 2018.

25 वर्ष पूरा करने के बाद भी अविवाहित दिव्यांग पुत्र ईसीएचएस सुविधा प्राप्त करने के पात्र

अभी तक 25 वर्ष की आयु पूरी करने के बाद ईसीएचएस लाभार्थियों के स्थायी रूप से दिव्यांग और आर्थिक रूप से निर्भर पुत्रों को आश्रित नहीं माना जाता है और इसलिए भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजना (ईसीएचएस) के अंतर्गत उन्हें चिकित्सा सुविधाओं का लाभ प्राप्त करने के लिए पात्र नहीं माना जाता है। यह केंद्र सरकार स्वास्थ्य योजना (सीजीएचएस) के नियमों के अनुसार है, जिसका अनुसरण ईसीएचएस द्वारा किया जाता है। हालांकि, अपने ओएम नंबर 4-24/96-सीएंडपी/सीजीएचएस (पी)/ईएचएस दिनांक 1 जनवरी, 2020 में, सीजीएचएस द्वारा सीजीएचएस लाभार्थियों के ऐसे पुत्रों को आश्रित घोषित किया गया है जो 25 वर्ष की आयु पूरी करने के बाद अक्षम हो गए हैं और इसलिए स्वास्थ्य एवं परिवार कल्याण मंत्रालय (एमएचएफडब्ल्यू) कार्यालय ज्ञापन (ओएम) संख्या 4-24/96-सीएंडपी/सीजीएचएस (पी)/ईएचएस दिनांक 5 मई, 2018 में निर्धारित शर्तों को पूरा करने वाले सीजीएचएस का लाभ प्राप्त करने के पात्र हैं।

रक्षा मंत्रालय के भूतपूर्व सैनिक कल्याण विभाग (डीईएसडब्ल्यू) द्वारा अब यह निर्णय लिया गया है कि ईसीएचएस लाभार्थियों के स्थायी रूप से दिव्यांग और आर्थिक रूप से आश्रित अविवाहित पुत्रों का इलाज आश्रित के रूप में किया जाएगा, जो 25 वर्ष की आयु प्राप्त करने के बाद अक्षम हो गए हैं और इसलिए एमओएचएफडब्ल्यू कार्यालय ज्ञापन (ओएम)7 मई, 2018 के अनुसार निर्धारित शर्तों को पूरा करनेवाले ईसीएचएस का लाभ उठाने के पात्र हैं।
