OFFICE MEMORANDUM
Subject.- Benefit of Bunching under CCS (RP) Rules, 2008 to Asstt. Engineer (Civil & Electrical) Civil Wing of Department of Posts at par with AEs CPWD-reg.
The undersigned is directed to refer to Department of Posts letter No. 9-1/2017-PCC dated 31.05.2018 seeking clarification whether bunching benefit is admissible to Assistant Engineers (Civil & Electrical) Civil Wing of Dept. of Posts on the analogy of benefit granted to Asst. Engineers (Civil & Electrical) of CPWD vide OM No.8/52/2011-EC.III dated 10.03.2017 or DOE UO, dated 14.12.2009.
2. In this regard it is stated that CCS (RP) Rules, 2008 provides the manner in which the fixation of pay has to be done in respect of a post which has been upgraded as a result of the recommendations of the 6th CPC. As per Note 2A read with illustration 4A of Rule 7 of CCS(RP) Rules 2008, the revised pay of AEs, who are in the pre-revised scale of Rs. 6500-10500 and their pay scale has been upgraded to Rs 7450-11500, will be fixed by multiplying the existing basic pay of AEs as on 01.01.2006 in their pre revised scale of Rs. 6500-10500 with the factor of 1.86 rounded off to next Rs. 10) and thereafter to add the GP of Rs. 4600 corresponding to upgraded pre-revised scale of Rs. 7450-11500. There is no question of bunching of Pay in the above said Pay Fixation.
3. In so far as the case of Asst Engineer (CPWD) is concerned, Ministry of Housing & Urban Affairs was advised to fix their pay strictly as per methodology explained vide ID No.689165/E.III (A)/2018, dated 06.07.2018 (copy enclosed).
4. Department of Posts is advised to process the case of their Asstt Engineers in the manner as advised in the case of Ministry of Housing & Urban Affairs

Ministry of Housing & Urban Affairs (Finance Division) may please refer to the note on page 81/ante in their F. No. 8/52/2011-EC.Ill-Part seeking clarification from this Department whether the bunching benefit is applicable while fixation of pay of Assistant Engineers(CPWD) consequent upon up-gradation of their pay scale from Rs. 6500-10500 to Rs. 7450-11500, as per recommendation of the Sixth Central Pay Commission.
2. The issue has arisen in this case because the scale of AE before 01.01.2006 was Rs.6500-10500 and based on the recommendations of the 6th CPC, they have been given GP of Rs. 4600 corresponding to the scale of Rs. 7450-11500/-. It is to be understood that up-gradation in this case has been prescribed from 01.01.2006 in the revised pay structure from 01.01.2006 and as such, the scale of Rs.7450-11500/-, which is a pre-1.1.2006 scale and which was never applicable in this case before 1.1.2006, is not a relevant scale for fixation of pay in the revised pay structure.
2.1 In this regard it is stated that CCS(Revised Pay) Rules, 2008 provides the manner in which the fixation of pay has to be done in respect of a post which has been upgraded as a result of the recommendations of the 6th Central Pay Commission. As per Note 2A read with Illustration 4 A of Rule 7 of CCS(RP) Rules 2008, the revised pay of Asstt. Engineer (CPWD), who are in the pre-revised scale of Rs. 6500-10500 and their pay scale has been upgraded to Rs 7450-11500,will be fixed by multiplying the existing basic pay of Astt. Engineer as on 1.1.2006 in their pre-revised scale of Rs. 6500-10500 with the factor of 1.86 (rounded off to next Rs. 10) and thereafter to add the Grade Pay of Rs. 4600 corresponding to upgraded pre-revised scale of Rs. 7459-11500. There is no question of bunching of pay in the above said pay fixation. Hence, pay fixation table mentioned by M/o H&UA at para 2.1 (f) & 2.1(g) at p. 75-76/n is not in order. M/o H&UA is advised to fix the revised pay of Astt. Engineer (CPWD) strictly as per methodology explained above, which is in consonance with CCS(RP) Rules 2008. No bunching is possible in this regard.
This issues with the approval of JS(Personnel).
