Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-
(a) the sanctioned strength of teachers in higher education institutions of the country, institution-wise and State-wise including Karnataka;
(b) the number of faculty vacancies in higher education institutions, institution-wise;
(c) the steps taken by the Government to fill up these vacancies along with the details and timeline thereof;
(d) whether the Government has received any information/complaints regarding the phenomenon of ‘inbreeding’, where students graduating out of a university are appointed as faculty at the same university affecting merit and diversity and if so, the details thereof; and
(e) the steps taken by the Government to eliminate this practice of ‘inbreeding’?

(a) & (b): As per All India Survey of Higher Education (AISHE) portal 2017-18, the total sanctioned strength and In-position strength of teachers posts in Higher Educational Institutions are as under:-

State-wise faculty (Teaching Posts) Sanctioned Strength in Higher Educational Institutions is available at https://www.ugc.ac.in/pdfnews/0600245_LSPQ-No.-206-Annexure-I.pdf. However, no institution-wise data is centrally maintained.
(c): Occurring of vacancies and filling up is a continuous process. The University Grants Commission (UGC) continuously monitors it with Universities. The UGC vide its D.O. letter No.F.1-14/2019 (CPP-II) dated 4th June, 2019 has prepared the Guidelines for Recruitment of Faculty in Universities, Colleges and Institutions Deemed to be Universities outlining the selection procedure and the time frame for recruitment.
These guidelines have been circulated to all Universities to adhere to them. The Universities has also been requested to take steps to ensure that the vacancies in the University as well as in the Colleges affiliated to University are filled up at the earliest. Further, this Ministry has requested all Higher Educational Institutions (HEIs) to fill up faculty related data on National Higher Education Resource Centre (NHERC) portal at https://nherc.in in order to fill up all vacancies in various higher educational institutions on an urgent basis.
(d) & (e): The UGC has informed that no such complaint has been received.The inbreeding is discouraged which may also be seen from UGC reports available at http://www.ugc.ac.in/. Further, UGC has laid down UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018 which prescribes for minimum qualifications for appointment and other service conditions of University and College teachers. These minimum standards are merit based and discourage inbreeding.
