Sub: Clarification regarding ACP/MACP in r/o SAT/SCT.

A copy of OFB letter No. 01/6th CPC/MACP/Per/Policy dated 11.04.2018 regarding clarification for grant of financial up-gradation to departmental candidates of SAT/SCT Scheme is forwarded herewith for information and necessary action / compliance, please.

Sub : Clarification regarding ACP/MACP i.r.o. SAT/SCT – regarding.

Ref: OFB letter of even No. dated 10/02/2017.

Vide letter cited under Ref above, a clarification was issued on the subject matter for compliance at various OPS/Units.

2. However, owing to receipt of further queries on the subject, the matter has again been examined in consultation with PC of A(Fys.), Kolkata. After necessary re-examination of the subject, it is once again clarified that employment to the subject category of employees after successful training ensured ‘appointment’ (subject to availability of vacancies) and not ‘promotion’ for the departmental candidate also irrespective of the fact that they availed such relaxation or not. Accordingly, they are entitled for financial up- gradation and qualifying service should be reckoned from the date of such appointment.

3. In view of the above, Fys/ Units are requested to comply with the above clarification  so far as granting ACP/MACP is concerned to the subject category of employees. This issues  with the concurrence/approval of PCA(Fys) vide letter No.Pay/Tech-l/01(6th CPC) ACP dated 19/02/2018.
