Subject: Permission to travel by private airlines on the sector where Air India does not operate its flight.

Sir,
I am directed to circulate herewith the following documents relating to blanket relaxation to travel by private airlines between the sectors where Air India does not operate its flight:
i. D/o Revenue’s O.M No. 1.4/09/2017-IFU(B&A) DT dated 22.06.2017.
ii. D/o Expenditure’s Id Note No. 300331030/2017-E.IV dated 26.05.2017.
iii. Ministry of Civil Aviation’s O.M No.Av-18050/1/2017 dated 05.06.2017.
2. All the officers are requested to follow these guidelines/instructions while travelling through air.

OFFICE MEMORANDUM

Subject:- Permission to travel by private airlines on the sectors where Air India does not operate its flight.

Integrated Finance Unit (IFU), Department of Revenue had taken up the matter with Department of Expenditure regarding grant of permission to travel by Air lines other than Air India in the four sectors i.e. Jaipur-Jodhpur-Jaipur, Iaipur-Udaipur-Jaipur, Jaipur-Bikaner-Jaipur, Mangalore-Bengaluru-Mangalore, which have not been mentioned in the list of sectors on which general/ blanket relaxation has been accorded by Ministry of Civil Aviation.
2. The request for general / blanket relaxation for the above sectors has been examined in Ministry of Civil Aviation. MoCA has decided that in any sector, where Air India is not operating, the officers are permitted to travel by Airlines other than Air India and no approval for relaxation/ exemption is required for this purpose. A reference dated 20.06.2017 received from DOE and MoCA’s OM dated 05.06.2017, on the subject, are enclosed herewith for ready reference. 
3. CBDT is requested to give wide circulation to the MoCA’s O.M. dated 05.06.2017 among its officials.

Department of Revenue (DoR) may refer to this Department’s ID Note dated 26.05.2017 in reference to their proposal for inclusion of the following 4 sectors (on which Air India does not operate its flights) under the sectors on which general/blanket relaxation has been accorded by M/o (MoCA) for travel by airlines other than Air India :-
(i) Jaipur-Jodhpur-Jaipur
(ii) Jaipur-Udaipur-Jaipur
(iii) Jaipur-Bikaner-Jaipur
(iv) Mangalore-Bengaluru-Mangalore
2 In this regard, it is mentioned here that the matter was taken up with MoCA. MoCA has informed that in any sector, where Air India is not operating, the officers are permitted to travel by airlines other than Air India and no approval for relaxation/exemption is required for this purpose.

The undersigned is directed to refer to Department of Expenditures D.O. letter No.19024/1/2016-E.IV, dated 23rd May, 2017 regarding grant of general/blanket relaxation to travel by private airlines other than Air India in the Four sectors i.e. Jaipur-Jodhpur-Jaipur, Jaipur-Udaipur-Jaipur, Jaipur-Bikaner-Jaipur, Mangalore-Bengaluru-Mangalore, which have not been mentioned in the list of sectors on which general/blanket relaxation has been accorded by Ministry of Civil Aviation
2. The request for general/blanket relaxation for above sectors has been examined in this Ministry. It has been decided that in any sector, where Air India is not operating, the officers are permitted to travel by Airlines other than Air India and no approval for relaxation/ exemption is required for this purpose-

    Does it mean I can travel by private airlines on sector Patna to Mumbai on official duty? There is no direct air india flight between patna to mumbai.
