OFFICE MEMORANDUM

Subject : Grant of Compensatory leave on 16th April, 2012 in connection with Election Duty.

     The undersigned is directed to say that a request has been received from the State Election Commissioner, Delhi for grant of one day compensatory leave on Monday 16th April, 2012 to all the Government of India staff including staff of autonomous bodies who are deployed for election duty on 14th and 15th April, 2012.

2.       Necessary instructions already exist for grant of compensatory leave for performance of official duty during Saturday/Sunday/holidays under Note below Rule 22 of CCS(Leave) Rules, 1972,

3.        All Ministries/Departments are requested that compensatory leave may accordingly be allowed for 16th April, 2012, subject to exigencies of work, to the staff deployed for Election duty on 14th and 15th April, 2012.

    Myself on Deputation as Production Manager(printed Publicity) working in Ministry of Information and Broadcasting, New Delhi, my constituency is 1600 km, i.e:Hyderabad, as per letter by DOPTF.No.12/3/2016-JCA-2, lr dated 10th April 2019, its mentioned an ” SPL Cl may also may be granted to an employee who is ordinarily a resident of constituency and registered as a voter” where in my constituency election is on 13.05.2024, and I had requested leave for two days, as one day for election and another day for the journey at it takes 24hrs to reach my official destination. AM I eligible for 2days.

    • No, only one day SPL CL can be availed on date of voting. No provision for joining time. Generally employees would take it combine with suitable days of leave.

        It’s applicable on that place of duty where the Election date is conducted only. Not in other date & other place.

    I am a central government employee, posted in Delhi, and was a booth level officer (BLO) in Mehrauuli constituency of delhi. I had performed the BLO duty from 6.12.2019 to 8.2.2020 continuously, on saturdays, sundays and govt. holidays, in election office. The Election Commission had subsequently issued a circular intimating that “TA/DA or compensatory leave as per rule will be granted by the concerned department after completion of the election work”. the election commission has not mentioned the time period in which the compensatory leave has to be exhausted. my department says that “the compensatory leave be exhausted within one month on which leave was due”.
    I understand that one month limit is not applicable for election duty leave because I had continuously worked for 2 months in election office.
    I request you to kindly clarify at your earliest convenience.
