Acceptance of 7th CPC Recommendation on MACP is unjustified and arbitrary: NFIR

Reacting to the news item appearing in ‘The Hindu’ of 04th October 2016 reacting to the acceptance of the recommendation of 7th Central Pay Commission on Modified Assured Career Progress Scheme (MACPS) and the DoP&T OM dated 27th/28th September 2016, the General Secretary said that while the Government has wrongly accepted the recommendation, at the same time has been spreading wrong news through the media. He said that the Scheme has been existing since 1st September 2008 and is not a new scheme as claimed by the Government.
Dr. Raghavaiah further said that while accepting the 7th CPC recommendations relating to the MACP Scheme for Central Government employees, the Government has totally ignored the agreement reached with the JCM (Staff Side) on 17/07/2012 and 27/07/2012 in the Joint Committee and National Advisory Committee Meetings wherein agreement was reached to maintain the same benchmark as is applicable for filling the vacancies through promotion by selection/non-selection/fitness instead of insisting upon the benchmark ‘Very Good’ recommended by the 6th Central Pay Commission. Thereafter, the DoP&T vide OM dated 01st November 2010 and 04th October 2012 issued necessary instructions for granting MACP to the Central Government employees.
The Federation takes note that the Government while accepting the 7th CPC recommendations relating to financial upgradation under MACP Scheme to its employees has again taken U-turn and had once again fixed the benchmark ‘Very Good’ arbitrarily for granting financial upgradation mainly to deny the legitimate benefit to its employees without any dialogue with JCM (Staff Side) – the machinery setup to deal with the issues of Central Government employees which is totally unjustified.
The Federation strongly opposes the move of the Government for which communications have already been sent by the Federation twice to the Cabinet Secretary on 2nd August and 23rd August 2016 to respect the bilateral agreement reached with the JCM (Staff Side) and restore the decision given vide DoP&T OM dated 01/11/20l0 and 04/10/2012 without making any change on the settled issue.
The General Secretary, NFIR hopes that the Government would consider the above points and rectify the mistake soon duly restoring the earlier instructions of DoP&T to honour the commitment made to the Staff Side.

Union Leaders / Federation are working for themselves only and not for employees welfare. Their position need to be protected…. NOT A SINGLE UNION IS INTERESTED TO TAKE UP THE ISSUE OF STENOGRAPHERS ISSUES WITH CONCERNED AUTHORITIES….
Govt has neglected the issue discussed in the meeting with JCM.Agreed. But the useless federation were doing when total staff were agreed to participate in the strike. In the voting they shown that 97% staff are with them.Then what pulled them to stop the strike.Recognised federation are making fool the govt staff.
Once strike would have taken place, 7th pay commission report would have been much better.It seems as if federation are working in tandem with Govt to fool the staffs.
7 CPC has recommended MACP as per promotional grade, government has actually negeted the recommendation.
I had been appointed as Jr. Stenographers in Gr. Rs.1200-2040 (RPS) (Existing GP 2800) on 22.09.1988 in Railway service. Further, I had been promoted on 14.06.1994 as Steno Grade-I in scale Rs.1400-2600 (IVth Pay) / 5000-8000 (RSRP) / PB-II Rs.9300-34800 (NPS) + Grade Pay Rs.4,200/-.
I have now completed 28 years, during this entire period, I had got only one promotion on 14.06.1994. Subsequently, I had got Ist MACP in Grade Pay Rs.4,600/- in Sept. 2008 instead of June, 2004.
Clerical / non-ministerial employees including some Stenographers of Divisions / Other Departments of Railways, other Organizations of Central Govt. including Income Tax have given one ACP or MACP after completion of 12 years for ACP and 10 years for MACP on promotion / appointment. However, some Branches are deprived of giving MACP / promotion in time to Stenographers cadre.
The MACP Scheme for Central Civilian Government Employees is in supersession of earlier ACP Scheme. Under the MACP Scheme three financial Up-gradations are allowed on completion of 10, 20, 30 years of regular service, counted from the direct entry grade. The MACPS is effective w.e.f. 01.09.2008 or on completion of 10, 20 & 30 years of continuous regular service, whichever is later. Financial upgradation will also be admissible whenever a person has spent 10 years continuously in the same grade pay. Sir, as per the guidelines, even though the MACPS Scheme is continuing to be administered at 10, 20 and 30 years as before also.
So, kindly confirm whether I am eligible for Ist MACP in June, 2004 and 2nd MACP in June, 2014 respectively at par with OS / Chief OS / Technical Staff, who had got their MACP.
It date, various rules are followed by various offices… It is needed correct instructions / orders for all employees.
STILL VARIOUS OFFICES ARE GIVEN MACP AFTER COMPLETION OF 10 YEARS SERVICE OR FROM THE DATE OF PROMOTION, WHICHEVER IS EARLIER… IF MACP IS IMPLEMENTED W.E.F. SEPTEMBER, 2008, HOW OTHERS ARE GIVEN ON THE BASIS OF ACP… SO CORRECT INSTRUCTIONS ARE NEEDED FOR PROPER IMPLEMENTATION….
