Sir,

Sub: – Implementation of recommendation of 7th CPC – Fixation of Pay and Payment of arrears in respect of – (a) Autonomous organisations (b) Central Government Employees who are working in Autonomous bodies on deemed deputation.

1. Please refer to the Government of India, Department of Finance & Department of Expenditure Resolution No. 1-2/2016-IC dated 25.07.2016 bringing out the decisions of  the Government on the recommendations of 7th Central Pay Commission as well as consequent promulgation of the Central Civil Services (Revised Pay) Rules 2016, notified vide G. S. R. No. 721(E) dated 25th July 2016 regarding fixation of pay in the revised pay structure effective from 01.01.2016.
2. Every time, when Revise Pay Rules in respect of Central Government Employees are used, the Government used to issue separate orders regarding the extension of those benefits to the employees of Autonomous Organisations etc. whose pattern of emolument structure are identical to those of the Central government employees. Last time the Revised Pay Rules was issued on 30.08.2008 and orders extending the benefit to similarly placed employees of Autonomous bodies was issued on 30.09.2008. This time even though the Revised Pay Rules are issued on 25.07.2016, till this day i.e. even after a lapse of more than one month orders regarding Autonomous bodies is not issued.
3. Further it is reported that the employees of working at Central Food Laboratory, Kolkata (Health and Family Welfare Department, Government of India) who are on deemed deputation has not been paid the Revised salary for the month of August 2016 in terms of CCS (RP) Rules 2016 by the Director, Central Food Laboratory. Director, CFL has issued orders to draw the pay on the basis of pre-revised pay even in respect of those Central Government employees working at CFL who are on deemed deputation. He has equated employees of the Autonomous organizations with the employees on deemed deputation.
Above action of the Director, CFL, Kolkata appears to be not in conformity with the Para- 7 of OM No. 1-5/2016-IC dated 28.07.2016 in letter and spirit.
4. In view of the above, it is requested that clear instructions may be issued to all Ministries regarding applicability of CCS (RP) Rules 2016 in respect of
(a) Employees of Autonomous Bodies
(b) Central Government employees who are on deemed deputation to Autonomous bodies.

    The reason of Implementation of 7th Pay commission to CSIR employee and pensioner is really very mysterious and it is not a good sign. It is for the first time when such a long delay we are experiencing. Now the time has come to represent it jointly in a very big way.Hope Modi ji will give us a nice hike. We should raise our voice and request the authority and remind them for it.

    The enhanced DA is for employees the order doesnot say the DA enhance for pensioners.

    Autonomous bodies will not get pay revision there will be separate commission every five year to look into the matter in which autono.ous body have to bear the sharing burden so if no money no hike is expected.govt want to save around 27000 cr by this.save to do scam later on pathetic.heard this from a news editor who deal in financial daily

    So does this mean that out of 600 plus autonomous bodies more then half of them will be shut down or murged based on the rules of 6th pay commission pay structures n then the pay commission will be implemented ….is my apprehension wrong …

      No need to messup mind and peace for 7 cpc this government not at all care for employee they all are for samaj sewa b it modi or his party but all flaunt in foreign dress imported car aam admi too naam hai asal mai khoon peekar they are enjoying there life dont expect abything ultimately 7cpc we will get but by court order so be ready for long fight dair hai andher nahi.

    some sources told that the file had been sent thrice to the deptt.but was returned and it may/may not be implemented on autonomous bodies.very unfortunate and disgusting

    • I dont think so that the above information is true because relibality of the above information depends upon the capability of your source where you got the information from. Second thing is that, one of my very known person got the RTI reply in last week only where the department of expenditure has clearly mentioned that, file related to extension of 7th CPC to central autonomous bodies are still under examination and right now no order has been issued for extension of 7th CPC to central autonomous bodies.

    It is very unfortunate for employees of Autonomous body that, the Govt. is totally ignoring the difficulties faced by the employees due to non -implementation of 7cpc. First time in History, it seem the staff have not got bonous during the festival. I wonder, why this is not coming to the main stream news. I think , the call was sab ka sath sab ka bikas. but here the Central Govt. employees have been given all the dues and Central Govt. Autonomous bodies have recieved only frustration. it is very sad. Hope, the right of equality prevails.

    Earlier the implementation of the Pay commissions had been a regular feature for the autonomous bodies and it is the first time that there is an unprecedented delay. the indecisiveness need to be clarified. sooner the better.

    I am working at Rubber board which is an autonomus body under ministry of commerce. If the central govt is not willing to extend the cpc benefits, which in fact is very insufficient considering the ten year gap, who is responsible to give the benefits to them. Does the govt think that we dont need or deserve this? Every working person irrespective of pvt or govt orgn, get their salary hike in due time. but that is mot happening for us.. too bad… where should we go to ask?

      Extension of 7th cpc for autonomous bodies will be delayed. Officials of respective departments could not even tell the tentative dates….. From reliable sources

Aur jo 50 lakh ministrial employees ka already salary hike ho gaya tab to aapne awaz nahi uthai. Hum autonomous bodies employees aur pensioners jod kar bhi 3 lakh se zyada nahi honge. Isliye bhai soch samajh kar comment kiya karen.

    Hii this is Tteja son of Subramanyeshwar Rao working in autonomous labs.Mr.Modi ur a single man.u don't have any problems.We have a family.ur telling that autonomous and gvrnmnt are different.don't do all these.plzz give the 7th pay commission as possible as early. Mr.jaytlee ur a finance minister or a cheap mentality minister..?first 6th pay commission does nt have any difference.since 60 yrs.but aftr u came u doing these nonscence.u said that ull review all the 400 labs.but will u be in that seat up to that.first give us 7th CPC to the autonomous.after that u review.if u won't give Lord Rama also won't excuse u.

    My name is tteja of class 8th,my dad is working in autonomous labs.Mr.Modi,ur single man no burdens,v have a family.plzz release autonomous institutions orders. Mr.Jaytlee ur a finance minister or a cheap mentality minister?u have said 400 labs r in autonomous review.till that labs r reviews,u will b removed from that seat.so now think about the employees and impliment the 7th CPS,autonomous.other wise the Lord Rama also won't excuse u.

    It is unfortunate that this Govt. is openly showing a Nelson's eye to autonomous bodies by not issuing orders for implementing the 7th CPC pay when all the service rules are similar to those of the Govt. The autonomous bodies are well within the scope of CPC and standard pay scales are adopted. The
    Govt. should soon take a decision on this serious issue.Keeping silent would only increase the frustration of the employees.

    My only question is whether Post & Telegraph dept is working harder than us? Next, Indian post & Telegraph dept is running in loss. But they are eligible to get benefit of 7th cpc. Previously I was in infrastructure company, I am a civil engineer. I was happy, now my condition is I can't switch over to private because 10 years lag between PVT & government jobs. I was in PVT from 2001 to 2006.So, my question is if government will not treat central & autonomous body as same, why they have opened those depth? This is simply government is playing with our future.

    Frnds, already ESIC and PRASAR BHARTI had implemented 7th pay commission. I am sure they are also autonomous body, so how similarity is not there for all autonomous body order? I think more important dept in autonomous body like CSIR, IIT, NIT, AIMS, HUMAN RIGHTS COMMISSION are there, so why govt is not implementing the benefit to all. Researches and study will grow up a country to high altitude. Then why so delay?

      sir, prasar bharti has inplemented 7th cpc but not for prasar bharti (own) employees its implement only for central govt employees who r deemed deputation in prasar bharti .even prasar bharti own employees didnt get diwali bonus…can u imagine one employee r getting 7th cpc+bonus and one employees on same post only getting pre revised sellary…in prasar bharti ….even work ,post r same …there is too much frustration and depression in prasar bharti employees..due to this govt.

    It seems government reviews all autonomous bodies under each ministry and based on the review result, government may extend 7th cpc to autonomous bodies..
    But I don't know what is the relation between 7th cpc implementation and reviewing the autonomous bodies projects and works..
    If that is the case means, then government didn't reviewed other departments before implementing… It's a shameful movement happening within government….
    Can anyone clarify please?

    ESIC comes under Ministry of Labour. Actually the respective ministry should release the order but for that they have to check the availability of funds. So I beleive that if they have any plan to release the order they may release only after the allowances are fixed because they will first check whether their own ministry has sufficient funds to meet the salary burden. Center has to sanction additional funds to meet the whole expenses.

    Central autonomous bodies are funded wholly or substantially by the grants of the central government and they follow the pay structure of the central government.They follow the FRs&SRs of the central government.In the cases where the employees of the central government get absorbed in the autonomous bodies and vice versa their previous service counts if they opt for the combined service.Thus as far as staff are concerned there's no difference in regard to service matters.The periodical increases in DA and DR to the central staff is automatically extended to the staff of autonomous bodies.Thus it goes without saying that whenever there's change in the pay structure of the central staff it should be made applicable to the autonomous bodies as the posts and pay scales are identical.This is the reason why the previous governments had implemented the recommendations of the successive PRCs without raising any questions.It is strange as to why the present government has to take a policy decision on this issue.If the central government disowns its autonomous bodies whoelse will take care of them? Should the employees and pensioners of central autonomous bodies not live with some dignity in the society?May Lord Rama save us!!!

    The reasons for not implementing the 7th pay commission for autonomous body is not clear at all. Since the implementation of 1st pay commission till the 6th pay commission the autonomous bodies are treated as same as the other Central Govt. Employee . How the present Govt. is forgetting this? Our honorable Prime Minister is earning a very good goodwill around the world being a peoples friendly PM. Our beloved PM should keep up his goodwill by implementing the 7th pay commission to autonomous body without further delay.

    Please read the latest information provided by the government in meeting with staff side union on 25-10-2016. It seems that this government is not going to impelemnt 7th CPC to autonomous bodies soon. We will have to strive hard to get it.     It is suggested that Govt. of India should bring all autonomous bodies under the direct control of Government as sub-ordinate offices of the concerned ministries otherwise Govt. of India is behaving with autonomous bodies as a stepmother.

    Even these many letters forwarded to Government and Finance Ministry, no one has replied. Hence, we bringing it to your notice.

    We all may become mad by thinking about 7th CPC extension to Autonomous Bodies Employees and Pensioners.Also we are deeply in depression thinking about 7th CPC and we also the employees who contributing to our Nation without any compromise at work level.

    Since we all nearing the great India festival of Diwali, we are eagerly waiting for your kind approval for the extension of 7th CPC to Autonomous Bodies.

    This govt has degrading attitude towards autonomous organizations is highly commendable, because our nation has been highlighted because of its technology, agricultural revolution, preventive technology health hazard in the nation etc.. are all being rendered by autonomous bodies in India. It is really unfortunate to say past six pay commissions have implemented without delay and any clarification, because those govt. knew the importance and necessity of their service to the nation. This govt. is delaying to implement. Why?. It means you are not rewarding your scientists duly and in fact insulting them. It is just shameful to see this govt such attitude towards science and research.

    I think they are not going to agree easily. Now, we should write to the opposition parties to take up the issue in the forthcoming session in Parliament.

  • No any autonomous body has implemented the 7th CPC so far. Even those which are financially independent are awaiting govt. notification.
