DOPPW stand against implementation of 100% parity in pension (recommendation by 7th CPC):
S.C.Maheshwari Secy Genl BPS seek appointment with Secy GOI M/O Personnel, PG & Pensions to explain that Service record is a permanent one and if it to be destroyed, proper permission from the Competent Authority is to be obtained. In any case, service record can always be reconstructed taking the details from various sources available in the department and the material collected from the Pensioner. This has been done in the past while implementing parity enunciated by fifth CPC and even while implementing modified parity of 6th CPC. In this regard Your kind attention is also drawn to recent Bombay High court Nagpur judgement dated 09.03.2015 in case of Smt. Saija v. General Manager, Central Railway O.A.No. 2131 of 2011(Bombay Bench at Nagpur)

Bharat Pensioners Samaj is deeply shocked to know that the Department of Pensionis opposed to the first option recommended by the 7th CPC to bring about the parity with the past pensioners and considers it to be infeasible and impracticable (due to the non-availability of the requisite records)
It is hard to believe how a department meant for the welfare of pensioners which helped pensioners to get better deal in earlier pay commissions could arrive at such a damaging decision without even consulting the stake holders.

I have all orders granting the increments in the pay scale from which I retired on 28th February 1989. The meagrely paid pensioners should not suffer for non-availability of records with the office they last served or the record office, as the case may be, for no fault of theirs.
The service service documents of a retiree should not be destroyed till 5 years after the death of a pensioner and his spouse. Orders need to be revised and issued by central government in this behalf. This will avoid the situation as is being faced now in implementing 1st option as per recommendations of 7th CPC.

What next if the first option is rejected by the dept of Pensions ? Will the serving employees go on strike ? Their demands are also not conceded by the govt. A prolonged agitation and struggle is imminent.The Prime Minister only should come to our rescue. If not, bad period will start for BJP just immediately after completion of second year of its rule.
I retired from Railway in 1991 and I have service certificate and Pensioner's ID card showing my scale of pay and basic pay at the time of retirement.Unions should fight for the Parity. The high level officials should not act with prejudice. We old pensioners will die anytime but the curse our poverty will haunt malevolent officers for ever.
