Sir/Madam,

I am directed to refer to “Transfer Policy” guidelines to regulate transfer of officers/officials other than the officers of Indian Postal Service, Group ‘A’ of Department of Posts issued vide letter of even number dated 31.01.2014 and to say that reference from some Postal Circles have been received in the Directorate regarding applicability of Rule 38 to the cadre of Assistant Superintendent of Posts.

2. The’issue has been examined. As promotion of Inspector Posts to the cadre of Assistant Superintendent of Posts is Circle specific, which varies from Circle to Circle, there are instances that 1 an official junior in the All India Seniority list of Inspector Posts has been promoted to the cadre of Assistant Superintendent of Posts in one Circle while his senior in All India Seniority list is still working as Inspector Posts in some other Circle. Hence, transfer of such Assistant Superintendent of Posts to the Circle where his senior is still working as Inspector Posts will create anomaly in the Circle concerned.

3. In View of the above, to avoid any anomalous situation, it has been decided to keep the cadre of Assistant Superintendent of Posts out of the purview of the provisions of transfer under Rule 38 of Postal Manual Volume IV.

4. . This issues with the approval of the Secretary (Posts).
