Sub: Arbitrary discontinuance of Nursing Allowance to ANOs working in Railway Hospitals-reg.
Ref: (i) NFIR’s PNM Item No.18/2015.
(ii) Railway Board’s letter No.E(P&A)I-2012/AL/1 dated 13/05/2014.
(iii) NFIR’s letter No.1/5(g)/Part V dated 15/09/2014.
During special meeting with the Railway Board for discussion on PNM items of NFIR on 15/07/2015, the Official Side explained that the Nursing Allowance is linked to the nature of duties of nursing staff and further advised that the matter is under further examination in consultation with the Health Directorate of the Board. The Federation had however contended that in terms of instructions issued by the nodal ministry i.e. Ministry of Health & Family Welfare vide O.M.No.Z.28015/71/2008-N dated 19th November 2008, Nursing Allowance should be paid to the Nursing Personnel of all categories at all levels working in the Central Government/Union Territories. In the meeting, the Federation had insisted upon the Railway Board for restoration of Nursing Allowance to the ANOs with retrospective effect. It is however noticed that no progress has been reported to the Federation on the issue.
NFIR, therefore requests the Railway Board to expedite the case and issue modified instructions restoring Nursing Allowance to ANOs.
A copy of the instructions issued may be endorsed to the Federation.
