PM: OROP accepted “in-principle” सिद्धांतत: वन रैंक वन पेंशन हमने स्‍वीकार किया हुआ है

OROP – PM reiterated that the demand had been accepted by the Government “in-principle” and he was hopeful of a positive outcome.

On the long-standing demand from ex-serviceman for One-Rank,
One-Pension, the Prime Minister reiterated that the demand had been
accepted by the Government “in-principle.” He said the modalities were
being worked out with stakeholders, and he was hopeful of a positive
outcome. 

PM’s Independence Day Speech Text on One Rank One Pension in Hindi:-

मेरा देश चैन से सोता है। सवा सौ करोड़ देशवासी चैन की नींद सोते हैं। उसका कारण हमारे देश के जवान सीमा पर अपने आप को बलि चढ़ाने के लिए प्रति पल तैयार रहते हैं। कोई देश, अपनी सेना का मूल्‍यांकन कम नहीं आंक सकता है। सवा सौ करोड़ देशवासियों की टीम इंडिया, उनके लिए भी मेरे देश का हर फौजी, हर जवान, हर सैनिक एक राष्‍ट्र की शक्‍ति है, राष्‍ट्र की संपत्‍ति है, राष्‍ट्र की ऊर्जा है। 

कई वर्षों से कई सरकारें आई और चली गई। one rank one pension ये विषय हर सरकारों के सामने आया है। हर सरकारों के सामने प्रस्‍ताव रखे गए हैं। हर सरकारों ने छोटे-मोटे वचन भी दिए हैं, वादे भी किए हैं, लेकिन समस्‍या का समाधान नहीं हुआ है। मेरे आने के बाद भी अभी तक मैं इसको कर नहीं पाया। मैं आज मेरे सेना के सभी जवानों को विश्‍वास फिर से एक बार दे रहा हूं और ये बात, एक व्‍यक्‍ति नहीं बोल रहा है। सवा सौ करोड़ टीम इंडिया की तरफ से मैं कह रहा हूं, तिरंगे की छत्रछाया में कह रहा हूं। लाल किले की प्राचीर से कह रहा हूं। मेरे सेना के जवानों, सिद्धांतत: one rank, one pension हमने स्‍वीकार किया हुआ है। लेकिन इसके संगठनों से बातचीत का दौर चल रहा है। हम चाहते हैं अंतिम दौर में ये जहां तक पहुंची है। संपूर्ण राष्‍ट्र के विकास को ध्‍यान में रखते हुए हर किसी को न्‍याय मिले। इस बात को ध्‍यान में रखते हुए 20-20, 25-25 साल से लटकी हुई समस्‍या का हमने रास्‍ता खोजना है। मुझे विश्‍वास है कि जिस विश्‍वास के साथ वार्ता चल रही है, मैं सुखद परिणाम की आशा करता हूं और इसलिए मैं फिर एक बार विश्‍वास दिलाता हूं कि सिद्धांतत: इस सरकार ने one rank , one pension की बात को स्‍वीकार किया है। उसकी Nitty gritty को देख करके लागू कैसे किया जाए, उसके लिए संबंधित लोगों से बातचीत करके हमारी बात को आगे हम बढ़ा रहे हैं।

    Whole of India knows who is back stabbing whom. It is utterly unfair to attribute such thing to the present PM of India who is committed for OROP on many occasions. Even every one knows about the Pay Commissions used to take many years before implementation. We must allow the Govt to address all issues and objections pertaining to its implementation. People are not forthcoming as to why this is getting delayed. Why was Fen VK Mallick raided his hands from negotiating with our people? What is the hitch? Nobody speaks on this. If implemented and later challenged in the courts of law…what is use of implementation. Believe in the present day Govt which is fully committed to this cause wef o1 Apr 2014. Let us not cast ill aspirations on the Govt.

    On Independence day Mr Modi back stabbed the ExServiceMen dishonourably forcing their agitation to a next level of protest. The indefinite hunger strike by the ExServiceMen is the ultimate humiliation that can happen to the free India. In another a month or so the GOI is going to celebrate the victory '65 IndoPak war Golden Jubilee with the participant veterans on hunger strike unto death. “History does not repeat itself,” it is famously said, “but fools repeat history.” Philosopher-poet George Santayana put it slightly differently when he wrote— “Those who cannot remember the past are condemned to repeat it.” Accountability from the Armed Forces is being demanded by our political masters and bureaucracy – but are those who are demanding accountability have ever been accountable to people – having betrayed their trust in innumerable instances and now in respect of OROP? To quote What Chanakya said to Chandragupta on an occasion will be pertinent here, he said, "While the citizenry of the State contributes to see that the State prospers and flourishes, the soldier guarantees it continues to EXIST as a State! To this man, O Rajadhiraja, you owe a debt: please, therefore, see to it, on your own, that the soldier continuously gets his dues in every form and respect, be they his needs or his wants, for he is not likely to ask for them himself.” Then he gave his king this blunt warning: “The day the soldier has to demand his dues will be a sad day for Magadha for then, on that day, you will have lost all moral sanction to be King!”

    Serving soldiers coming on leave must have seen their parents who are veterans and their anguish. They will carry the stories of the neglect back to their units. Can the generals and the bureaucrats estimate the damage they are causing to the morale of these serving soldiers who in turn will be veterans tomorrow? Earlier the better to come to reality in implementation of the OROP. The past history of the discontentment in certain regiments on issues concerning certain community must not be forgotten. We in the Armed Forces are proud to learn from history to avoid similar mistakes, let us be practical in not antagonising the serving soldier.
