ANSWER

MINISTER OF HUMAN RESOURCE DEVELOPMENT
(SMT. SMRITI ZUBIN IRANI)

(a) The number of Kendriya Vidyalayas (KVs) and Jawahar Navodaya Vidyalayas (JNVs) in the country along with the number of students enrolled therein, the sanctioned / actual strength of Principals and Teachers as on date, State/ UT-wise are given in Annexures-I & II.
(b) Proposals for opening of new KVs are considered only if sponsored by Ministries or Departments of the Government of India / or State Governments/ Union Territories Administrations and Organization of employees belonging to the eligible categories thereby committing resources for setting up a new KV as well as on the availability of resources with the Central Government. The Government of India had conveyed sanction for setting up of 54 new KVs in the country on 04.03.14. Out of these 27 KVs have been made functional. The details are given in Annexure –III.
The Navodaya Vidyalaya Scheme (NVS) provides for opening of one Navodaya Vidyalaya in each district of the country. Opening of new JNVs is a continuous process which depends on the willingness of the concerned State Govt. making available requisite suitable land free of cost for construction of school buildings and required temporary accommodation (free of rent) to start the Vidyalaya. Actual sanction and opening of new JNV depends on the availability of funds and approval by Competent Authority.
(c) & (d) The year-wise pass percentages of students of KVs and JNVs during last three years in class X & XII Board Examinations conducted by CBSE are as under:-
Year KVs JNVs
Class X Class XII Class X Class XII
2012 99.52 94.15 99.58 95.96
2013 99.90 94.82 99.73 96.14
2014 99.59 97.39 99.80 97.67
2015 99.33 97.39 99.72 96.91
The apex body for monitoring the performance of KVs is the Board of Governors (BOG), KVS. Further, performance of all KVs is also monitored regularly through a system of academic supervision and surprise inspection of schools by respective Regional Offices of KVS.
The Apex body for monitoring the performance of JNVs is the Navodaya Vidyalaya Samiti. For effective management of monitoring, the Samiti is supported in its function by different Committees viz. the Executive Committee, the Finance Committee and the Academic Advisory Committee. Apart from this, NVS has the following four tier system of academic monitoring and supervision viz. Vidyalaya level, Cluster level, Regional level and National level.
