‘One Rank One Pension’ scheme likely to be rolled out ahead of Bihar polls: Report

NEW DELHI: The long-pending ‘One Rank One Pension’ (OROP) scheme for ex-servicemen is likely to be rolled out ahead of the Assembly polls in Bihar later this year, top government sources indicated today.
The government is working out the modalities for OROP and the announcement will be made by Prime Minister Narendra Modi, they said.
“It (OROP) is being worked out. We will need to have a separate category so that it cannot be legally challenged later on and nor do others stake claim. This would be separate from other government pensions,” the sources said.
Asked when it will be rolled out, they indicated that the scheme is likely to be announced ahead of Bihar election if all modalities are worked out.
Mounting further pressure on the Modi government, ex-servicemen have decided to hold a huge rally in Bihar ahead of the Assembly polls to demand the “promised due” of ‘One Rank One Pension’.
The decision came even as groups of ex-servicemen went on a relay hunger strike in about 20 cities across the country starting yesterday.
Assembly polls in Bihar are likely in September/October this year. BJP has a tough fight on hand against the JD(U)-RJD combine, which is likely to have a poll pact with Congress in the state.
The Modi government has said it is committed to OROP, a key promise made during Lok Sabha polls. It has, however, not implemented it till now.
Even though the government has said it is committed to implementing OROP, there has been no official word on why the scheme is getting delayed.
Defence ministry sources said the OROP file is with the Finance Ministry for a final budgetary approval.
Close to 22 lakh ex-servicemen and over six lakh war widows stand to be immediate beneficiaries of the scheme, which envisages a uniform pension for the defence personnel who retire in the same rank with the same length of service, irrespective of their date of retirement.
Currently, the pension for retired personnel is based on the Pay Commission recommendations of the time when he or she retired.
So, a Major General who retired in 1996 draws a lower pension than a Lieutenant Colonel who retired after 1996.

अफ़सरशाही: 'नया ड्राइवर, गाड़ी पुरानी'

आज के सरकारी बाबुओं से बातचीत के बाद एक पुराने गाने की एक पंक्ति याद आती है, "गाड़ी का ये मॉडल पुराना लगता है" 'बिज़नेस स्टैंडर्ड' अख़बार के एक ताज़ा लेख के अनुसार देश की ब्यूरोक्रेसी (अफ़सरशाही) उस खटारा गाड़ी की तरह है जिसका नरेंद्र मोदी की शक्ल में ड्राइवर तो नया है लेकिन गाड़ी अब भी पुरानी है.इस अख़बार का कहना है कि नरेंद्र मोदी कुछ अफसरों की मदद से सरकार चला रहे हैं जो उनकी भूल है. अगर मोदी नाकाम हुए तो बाबुओं के कारण होंगे लेकिन इसके ज़िम्मेदार वो खुद होंगे. अधिकारियों को लेकर अरविंद केजरीवाल और नजीब जंग के बीच छिड़े युद्ध से पहले दिल्ली के मुख्यमंत्री ने दिल्ली सरकार के अफ़सरों की एक सभा को सम्बोधित किया था. उन्होंने अफ़सरों को दिल्ली सरकार के साथ मिलकर जनता की सेवा करने की दावत दी थी. ये 21 अप्रैल की बात है. उस दिन ब्यूरोक्रेसी डे मनाया जाता है. इस अवसर पर केजरीवाल ने अफ़सरों को सरकारी योजनाओं को रचनात्मक तरीके से लागू करने के लिए प्रोत्साहित किया था. उन्होंने सबसे रचनात्मक प्रोजेक्ट को पुरस्कार देने और इससे जुड़े अफ़सरों को उस योजना का नेतृत्व देने का एलान किया था. लेकिन बहुत कम अफ़सरों ने इसमें भाग लिया एक वरिष्ठ अधिकारी ने मुझसे तब नाराज़ होकर कहा था कि केजरीवाल उनका मज़ाक उड़ा रहे हैं. उन्होंने केजरीवाल के प्रस्ताव को बकवास कहा और मुझे बताया कि कई अफ़सरों ने इसका बहिष्कार किया. इस अधिकारी का कहना था कि अगर दिल्ली सरकार की जगह कोई निजी कंपनी होती तो इन अफ़सरों की छुट्टी हो जाती लेकिन सरकारें इनका कुछ नहीं बिगाड़ सकती हैं. भारत में बाबुओं के अधिकार तो बहुत हैं लेकिन उनके उत्तरदायित्व ज़ीरो हैं. मुझे इस वरिष्ठ अधिकारी के बयान से हैरानी नहीं हुई. आज का बाबू यथास्थितिवादी है और वो बदलने को तैयार नहीं हैं. आज का सरकारी अधिकारी 21 वीं शताब्दी के लायक नहीं है. वो रचनात्मक तरीके से सोचने की ज़रूरत महसूस नहीं करते. वो अच्छा काम करें या न करें उनका प्रमोशन अपने समय पर हो जाता है. वो स्वयंसेवकों का एक संघ है जिसे लोगों के कल्याण से कोई अधिक लगाव नहीं. लालू प्रसाद यादव ने भारतीय अफ़सरशाही के बारे में एक बार कहा था कि वो अच्छे नौकर हो सकते हैं लेकिन बहुत ख़राब मालिक होते हैं. आम जनता कहती है कि अब तो वो एक अच्छे सेवक भी नहीं रहे. हाँ, वो मालिक ज़रूर बन गए हैं. लेकिन ग़लती बाबुओं की नहीं प्रणाली की है. कई अधिकारी काफी क़ाबिल होते हैं लेकिन पुराने सिस्टम की वजह से अपनी प्रतिभा नहीं दिखा सकते. अफ़सरशाही की स्थापना अंग्रेज़ों के ज़माने में सरकार की मदद के लिए की गयी थी. तब ज़माना और था अब हम डिजिटल एज में रहते हैं. एक वरिष्ठ पत्रकार ने मुझ से कहा कि उससे (बाबू से) तो अपना बैग भी उठाया नहीं जाता वो मोदी सरकार की ई-गवर्नेंस मुहिम का हिस्सा कैसे बन सकता है. बाबुओं को अपने ख़िलाफ़ आलोचना के बारे में मालूम है. हांगकांग की एक संस्था ने 2102 की अपनी एक रिपोर्ट में भारत की अफ़सरशाही को एशिया में सबसे बदतर बताया था. इस रिपोर्ट के आने के बाद 2013 में भारतीय अफ़सरों की एक बड़ी बैठक हुई जिसमें उन्होंने अपने गिरेबां में झाँकने का प्रयास किया लेकिन इसके बावजूद कुछ बदलाव नहीं आया. पिछली सरकारों ने नौकरशाही में थोड़ा बहुत बदलाव लाने की कोशिश की लेकिन ये क़दम बूढ़ी घोड़ी में लाल लगाम की तरह थे. अब कुछ लोग कहने लगे हैं कि अफ़सरशाही को ख़त्म करो. कुछ दूसरे लोग इसमें नीचे से ऊपर तक सुधार की बात करते हैं. यानी समय आ गया है कि पुरानी गाड़ी को कबाड़खाने में भेजकर एक नई गाड़ी लाई जाए. इसी से नए ड्राइवर का भला हो सकता है.

Why to link this OROP with elections to a state? The end result is winning the elections or welfare of soldiers?
Even giving a name takes such a long time. Call it military pension or something, still tomorrow others too will ask similar pension. It is inevitable.
What a Shame for the highly qualified BABUS who are still working out the modalities.
A kindergarten student would do this job in a week.
